5.0 Environmental Analysis 5.2 Biological Resources <br />Avion Project SEIR <br />Page 5.2-17 <br />5.2.5.1 Threshold(s) <br />In accordance with the City’s Significance Determination Thresholds and LDC Biology Guidelines, the <br />project would have a significant impact if it would: <br />• Interfere substantially with the movement of any native resident or migratory fish or wildlife <br />species or with established native resident or migratory wildlife corridors, including linkages <br />identified in the MSCP Plan, or impede the use of native wildlife nursery sites. <br />5.2.5.2 Impacts <br />Minor local restrictions to wildlife would occur with the project. However, wildlife movement from a <br />regional perspective would not be adversely disrupted by the project, as connections to large areas <br />of native habitat would remain functional and in conformance with the Subarea Plan objectives for <br />regional wildlife movement (see Figure 5.2-2). <br />5.2.5.3 Significance of Impacts <br />Impacts to wildlife movement would be less than significant. <br />5.2.5.4 Mitigation, Monitoring, and Reporting <br />No mitigation is required. <br />5.2.6 Issues 5 and 6: MSCP/MHPA Conflicts <br />• Would the proposal conflict with the provisions of an adopted HCP, NCCP or other approved <br />local, regional, or state habitat conservation plan, either within the MSCP plan area or in the <br />surrounding region? <br />• Would the proposal introduce a land use within an area adjacent to the MHPA that would <br />result in adverse edge effects? <br />5.2.6.1 Threshold(s) <br />In accordance with the City’s Significance Determination Thresholds, a project would have a <br />significant impact if it would: <br />• Result in a conflict with the provisions of an adopted HCP, NCCP, or other approved local, <br />regional, or state habitat conservation plan, either within the MSCP plan area or in the <br />surrounding region; and/or <br />• Introduce land use within an area adjacent to the MHPA that would result in adverse edge <br />effects.
