5.0 Environmental Analysis 5.2 Biological Resources <br />Avion Project SEIR <br />Page 5.2-19 <br />1) Grading during wildlife breeding seasons shall be consistent with the requirements of the MSCP <br />Subarea Plan. <br />As detailed in Section 5.2.4 above, grading would be permitted during the breeding season <br />as subject to certain conditions. <br />2) Sensitive biological resources that are outside of the allowable development area on a premises, <br />or are acquired as off-site mitigation as a condition of permit issuance, are to be left in a natural <br />state and used only for those passive activities allowed as a condition of permit approval. <br />Mitigation for sensitive biological resources would be accomplished through dedication of <br />approximately 5.61 acres of land on-site to the City’s MHPA to compensate for the deletion <br />of 0.55 acre from the MHPA (net increase of 5.06 acres). Land within the MHPA could only be <br />used as prescribed by the City’s MSCP Subarea Plan. <br />3) Inside and adjacent to the MHPA, all development proposals shall be consistent with the MSCP <br />Subarea Plan. <br />As described in Section 5.1.5.2 above, the project would be consistent with MSCP Subarea <br />Plan. <br />4) Projects Located Outside the MHPA <br />The project is located within the MHPA. The MHPA boundary surrounds the area to be <br />developed. <br />5) Narrow Endemic Species: Outside the MHPA, measures for protection of narrow endemic species <br />shall be required such as management enhancement, restoration and/or transplantation. <br />There are no narrow endemic species are present on the project site. <br />5.2.7.3 Significance of Impacts <br />Impacts related to local policies or ordinances would be less than significant. <br />5.2.7.4 Mitigation, Monitoring, and Reporting <br />Mitigation would not be required. <br />5.2.8 Issue 8: Invasive Species <br />• Would the project result in the introduction of invasive species of plants into a natural open <br />space area?
