5.0 Environmental Analysis 5.2 Biological Resources <br />Avion Project SEIR <br />Page 5.2-20 <br />5.2.8.1 Threshold(s) <br />In accordance with the City’s Significance Determination Thresholds, a project would have a <br />significant impact if it would: <br />• Introduce invasive species of plants into a natural open space area. <br />5.2.8.2 Impacts <br />Invasive species are aggressive non-native plant species that threaten natural habitats by <br />outcompeting native species and reducing biodiversity. These plants thrive in areas disturbed by <br />activities such as grading, construction, and off-road-vehicle use or fire. <br />As described in Section 5.1.5.2c above, the project planting pallet would be consistent with the <br />MHPA Land Use Adjacency Guidelines regarding invasive and non-native plant species adjacent to <br />the MHPA. Native shrub species and hydroseed would be installed on the manufactured slope <br />adjacent to the MHPA on the western and eastern slopes of the project and only temporarily <br />irrigated until the plants have become established. A 120-day plant establishment period and a 24- <br />month maintenance and monitoring period are necessary to ensure that the native plants establish <br />successfully. Maintenance activities would involve control of non-native plant species, maintenance <br />and removal of the temporary irrigation system, and replacement planting (if necessary). The site <br />should be monitored by a biologist quarterly to evaluate site conditions and to recommend <br />remedial actions, if needed. <br />5.2.8.3 Significance of Impacts <br />Impacts related to invasive species would be less than significant. <br />5.2.8.4 Mitigation, Monitoring, and Reporting <br />Mitigation would not be required. <br />
