5.0 Environmental Setting 5.3 Cultural/Historical Resources <br />Avion Project SEIR <br />Page 5.3-11 <br />“historically significant” if the resource meets the criteria for listing in the CRHR (PRC <br />Section 5024.1). <br />• An archaeological site consisting of at least three associated artifacts/ecofacts (within a <br />40-square-meter area) or a single feature. <br />• A “traditional cultural property.” A site would be considered to possess ethnic significance if <br />it is associated with a burial or cemetery; religious, social or transitional activities of a <br />discrete ethnic population; an important person or event as defined by a discrete ethnic <br />population; or the belief system of a discrete ethnic population. <br />The determination of significance of impacts on historical and unique archaeological resources is <br />based on the criteria found in Section 15064.5 of the State CEQA Guidelines. Section 15064.5 <br />clarifies the definition of a substantial adverse change in the significance of a historical resource as <br />“physical demolition, destruction, relocation, or alteration of the resource or its immediate <br />surroundings such that the significance of an historical resource would be materially impaired.” <br />5.3.4.2 Impacts <br />a. CA-SDI-18,428 <br />With the inclusion of the seven flakes found during the 2017 survey and RDS-3, the expanded <br />boundary of CA-SDI-18,428 increased the site area to just over 2,300 square meters. It was <br />determined that the site had the potential to be eligible under criterion 4 for inclusion on the CRHR, <br />as well as inclusion under the City Historic Resources Register (HRR), criterion a. Therefore, a testing <br />program was conducted that consisted of 17 shovel scrapes and 2 one-meter-square test units. <br />Cultural material recovered during the test were washed, cataloged, and analyzed. Based on the <br />results of the testing program, it was determined that CA-SDI-18,428 does not qualify as a significant <br />historical resource under CEQA and does not qualify under any of the four criteria for inclusion on <br />the California Register of Historical Resources. It was also determined that CA-SDI-18,428 does not <br />qualify as a significant historical resource under any of the six criteria in the current City guidelines. <br />Furthermore, it was also determined that CA-SDI-18,428 does not qualify as an important <br />archaeological site under Division 2, Article 3, of the San Diego Municipal Code, because of its <br />relatively limited variety and density of artifacts and the disturbed nature of the deposit. Recovered <br />material was subsequently curated at the San Diego Archaeological Center (SDAC). <br />b. CA-SDI-18,429 <br />No cultural material was found at or adjacent to the mapped location of CA-SDI-18,429 during the <br />2013 or the 2017 surveys. Since limited ground visibility may have obscured cultural material, a <br />testing program was conducted for CA-SDI-18,429 that consisted of excavating three 2­meter-square <br />surface scrapes. Cultural material recovered during the test was washed, cataloged, and analyzed. <br />Thirteen artifacts were recovered from CA-SDI-18,429, all of which were debitage. No cultural <br />material was found during either previous surveys of the site area. Based on the results of the <br />testing program, it was determined that CA-SDI-18,429 does not qualify as a significant historical <br />resource under CEQA and does not qualify under any of the four criteria for inclusion on the
