5.0 Environmental Analysis 5.5 Air Quality <br />Avion Project SEIR <br />Page 5.5-12 <br />5.5.4.3 Significance of Impacts <br />The project would not exceed construction emission levels based on the significance determination <br />thresholds. Therefore, maximum daily construction emissions are projected to be less than the <br />applicable thresholds for all criteria pollutants, and impacts would be less than significant. <br />5.5.3.4 Mitigation, Monitoring, Reporting <br />Mitigation would not be required. <br />5.5.5 Issue 2: Sensitive Receptors (Construction) <br />• Would the project expose sensitive receptors to substantial pollutant concentrations? <br />5.5.5.1 Threshold <br />The SDAPCD’s Supplemental Guidelines for Submission of Air Toxics “Hot Spots” Program Health <br />Risk Assessments (SDAPCD 2015) provides guidance to perform health risk assessments (HRAs) <br />within the SDAB. Although the SDAPCD guidance is specifically targeted toward health risk from air <br />toxic emissions from stationary source operations, the thresholds were adapted here for <br />informational purposes. Sensitive receptors surrounding the project <br />site are limited to residential uses located northeast of the project site. <br />Construction of the project and associated infrastructure would result in short-term diesel exhaust <br />emissions from on-site heavy-duty equipment. Construction of the project would result in the <br />generation of dieselexhaust diesel particulate matter (DPM) emissions from the use of off-road <br />diesel equipment required for site grading and excavation, paving, and other construction activities <br />and on-road diesel equipment used to bring materials to and from the project site. <br />Generation of DPM from construction projects typically occurs in a single area for a short period. <br />According to the Office of Environmental Health Hazard Assessment (OEHHA), health risk
