9.0 EIR Subject Areas Requiring No Change in Analysis <br />Avion Project SEIR <br />Page 9-12 <br />9.12 Public Safety <br />The 1998 EIR concluded that no significant impacts associated with electromagnetic fields are <br />anticipated from development of the Subarea due to restrictions and approval requirements <br />associated with encroachment into San Diego Gas & Electric easements. The Phase I Environmental <br />Site Assessment prepared for the project did not identify any recognized environmental conditions <br />and determined that no further actions regarding the potential for hazardous materials were <br />required for the project (Geocon 2018b). The project is consistent with the Subarea Plan and would <br />not result in any new significant or substantially increased adverse impacts beyond those previously <br />identified in the 1998 EIR. <br />9.13 Population <br />The 1998 EIR concluded that assuming a 25-year buildout, with an annual population increase of <br />560 people, no significant impacts on the planned growth rate for the region are expected. The <br />Subarea Plan is part of a comprehensive subarea planning program designed to anticipate and <br />resolve indirect impacts caused by increased population. Because the project is consistent with the <br />land use and buildout assumptions of the Subarea Plan, there would be no new significant or <br />substantially increased adverse impacts beyond those previously identified.
