of Santa Ana <br />Section 8: System Evaluation and <br />V Assurance Plan <br />Section 8: System Evaluation and Capacity Assurance <br />Plan <br />This section of the SSMP presents the City's sanitary sewer system evaluation and capacity assurance plan. <br />8.1 Requirements for System Evaluation and Capacity Assurance Plan <br />Element <br />The City has prepared and implemented a Capital Improvement Program (CIP) that will provide adequate <br />hydraulic capacity of key sanitary sewer system elements for dry weather peak flow conditions, as well as the <br />appropriate design for storm or wet weather event. The City's Sewer Master Plan encompasses the following <br />components: <br />1) Evaluation - Actions needed to evaluate those portions of the sanitary sewer system that are <br />experiencing or contributing to an SSO discharge. The evaluation provides estimates of peak flows <br />(including flows from SSOs that escape from the system) associated with conditions similar to those <br />causing overflow events, estimates of the capacity of key system components, hydraulic deficiencies <br />(including components of the system with limiting capacity) and the major sources that contribute to <br />the peak flows associated with overflow events. <br />2) Design Criteria -Where design criteria do not exist or are deficient, undertake the evaluation identified <br />in (1) above to establish appropriate design criteria. <br />3) Capacity Enhancement Measures -The steps needed to establish a short- and long-term CIP to address <br />identified hydraulic deficiencies, including prioritization, alternatives analysis, and schedules. The CIP <br />may include increases in pipe size, 1/1 reduction programs, increases and redundancy in pumping <br />capacity, and storage facilities. The CIP shall include an implementation schedule and shall identify <br />sources of funding. <br />4) Schedule —The City has developed a schedule for all portions of the CIP developed in (1)-(3) above. This <br />schedule shall be reviewed and updated consistent with the SSMP review and update requirements. <br />8.2 Summary <br />The City maintains a Sewer Master Plan which addresses the requirements outlined above. The elements of the <br />Sewer Master Plan includes: <br />1) The 2016 Sewer Master Plan Update and Infiltration and Inflow Study analyzed the capacity of larger <br />city sewers (generally 10 inch diameter and larger) for peak flow conditions under both dry and wet <br />weather conditions. Deficient sewer line segments are identified for prioritization in the capital <br />replacement program. <br />The 2016 Sewer System Master Plan includes a list of recommended projects to address existing and <br />future capacity deficiencies. The projects are grouped in four different priority categories, with priority <br />1 being the highest priority category and 4 being the lowest priority category. A copy of this Master <br />Plan document has been provided to the Regional Board in digital format. <br />April 2020 8-1 <br />19F-31 <br />
