REPORT THE SPILL <br />It is the on -call water resources maintenance supervisor responsibility to document and <br />report to all agencies of the existence of the SSO. <br />After the spill is contained, all sewage spills, regardless of size, must be reported as <br />soon as possible by phone to the Environmental Health Division of the Orange <br />County Health Care Agency (OCHCA). During working hours, call OCHCA directly at <br />(714) 433-6419. After working hours and on the weekends, notify OCHCA by calling <br />Orange County Control One (available 24 hours) at (714) 628-7008. Let Orange <br />County Control One know that you are making an official spill notification. If you need <br />assistance from the Orange County Environmental Management Agency (OCEMA) or <br />OCHCA, ask Control One to have OCEMA or OCHCA call you (see Emergency <br />Contractors and Mutual Aid section on page 9). <br />Note: <br />If you see the release of what may be hazardous material from private property, call the <br />Orange County Fire Authority (OCFA) Hazmat Team at (714) 573-6250. The Orange <br />County Health Care Agency should also be called at (714) 433-6419 for this type of <br />problem. Public Works Agency employees are not allowed to collect and or vacuum <br />any substance other than sewage per OCSD rules and regulations. <br />Other agencies may also need to be contacted, depending on the conditions present. <br />Ask the on -call Supervisor/Crew Leader for direction. <br />A mandatory debriefing meeting for the SSO will be held no later than 72 hours after the <br />SSO has occurred. This meeting will be held between Engineering, the Water <br />Resources Maintenance Supervisor in charge during the spill and at least one crew <br />member attending the SSO activities. <br />Written reports of all public sewer spills must be prepared under the California <br />Integrated Water Quality System (CIWQS) system and by a City authorized user. The <br />Sanitary Sewer Overflow (CIWQS Reporting Form) and authorized City users are <br />provided in Appendix B. All CIWQS reporting must be done via the online reporting <br />system (CIWQS) website. For the on -call duty employee it is very important to write <br />down all relevant information such as dates, times, names of persons contacted, <br />estimated flow rate and volume of sewage spilled, methods used to determine spill flow <br />rate and volume estimates, names of people responding, etc. The on -call duty <br />employee is also required to provide photographs of the sewer spill, complete the <br />attached Sanitary Sewer Overflow (Field Form) (see Appendix C) and turn it in to the <br />appropriate Supervisor.
