CATEGORY 1 SPILL REPORTING: <br />Category 1 spills include: <br />• A spill of any volume that reaches a drainage channel and/or waters of the State <br />such as a river, creek, ocean, or <br />• A spill of any volume that enters a storm drain pipe that was not fully recovered <br />and returned to the sanitary sewer system. <br />Reporting <br />Reporting for all Category 1 spills shall be made by the on -call duty water <br />supervisor/crew leader person and shall be handled as follows: <br />1. If the Category 1 SSO, contact the California Office of Emergency <br />Services (Cal OES) at 1-(800) 852-7550 WITHIN 2 HOURS after becoming <br />aware of the spill and wait on the phone for a control number. Cal OES will <br />make a report and fax it to the Regional Water Quality Control Board <br />(RWQCB). Cal OES will provide a Control Number, be sure to record this <br />number for spill reporting purposes. If the spill is very large or hazardous, <br />Cal OES will contact RWQCB and County Health Care Agency (HCA) <br />personnel. <br />2. Submit a draft report within 3 business days of becoming aware of the SSO <br />and certify within 15 calendar days of SSO end date. Enter data into the <br />CIWQS Online SSO Database (http://ciwqs.waterboards.ca.gov/). <br />3. Category 1 sewer spill certification will be performed by the City's Legally <br />Responsible Officer (LRO). <br />CATEGORY 2 SPILL REPORTING: <br />Category 2 spills are: <br />1,000 gallons or greater which: <br />o Does not reach a drainage channel and/or waters of the State such as a river, <br />creek, ocean, or <br />o Enters a storm drainpipe but is fully recovered and returned to the sanitary <br />sewer system. <br />Reporting <br />Reporting for all Category 2 spills shall be made by the on -call duty employee, water <br />maintenance supervisor, and or water maintenance crew leader and shall be handled <br />as follows: <br />1. Call the Environmental Health Division of the Orange County Health Care <br />Agency (OCHCA). During working hours, call OCHCA directly at (714) 433- <br />6419.
