APPROVE AN APPROPRIATION ADJUSTMENT TO APPROPRIATE $982,000 <br />IN PARK ACQUISITION AND DEVELOPMENT (DISTRICT 3) FUNDS <br />RECEIVED IN PRIOR YEARS FOR IMPROVEMENTS ALONG THE FLOWER <br />STREET BIKE TRAIL AND AMEND THE FISCAL YEAR 2020-2021 CAPITAL <br />IMPROVEMENT PROGRAM TO INCLUDE NEW PROJECT FUNDS (NON - <br />GENERAL FUND) - Parks, Recreation and Community Services Agency and <br />Public Works Agency <br />1. Approve an appropriation adjustment. (Requires five affirmative votes). <br />APPROPRIATION ADJUSTMENT NO. 2021-027 - To appropriate $982,000 <br />in Park Acquisition and Development (District 3) funds received in prior years <br />for improvements along the Flower Street Bike Trail. <br />2. Approve an amendment to the Fiscal Year 2020-2021 Capital Improvement <br />Program to include the Flower Street Bike Trail Improvements. <br />20D. APPROVE AN APPROPRIATION ADJUSTMENT TO RECOGNIZE GRANT <br />REVENUE, APPROVE AN AGREEMENT WITH THE STATE OF CALIFORNIA <br />OFFICE OF TRAFFIC SAFETY TO SECURE A BICYCLE SAFETY GRANT IN <br />AN AMOUNT NOT TO EXCEED $100,000, AND APPROVE AN AGREEMENT <br />WITH CHARITABLE VENTURES TO PROVIDE BICYCLE SAFETY <br />EDUCATION IN AN AMOUNT NOT TO EXCEED $100,000 (NON -GENERAL <br />FUND) - Public Works Agency <br />Approve an appropriation adjustment. (Requires five affirmative votes). <br />APPROPRIATION ADJUSTMENT NO. 2021-029 - To recognize Office of <br />Traffic Safety (OTS) Pedestrian and Bicycle Safety grant funds in the amount <br />of $100,000 in the OTS-PWA Traffic Safety Grants, Federal Grants -Indirect <br />and Reserve Appropriation revenue account and appropriate the same <br />amount to the OTS-Bicycle Safety PWA, Contract -Services Professional and <br />Reserve Appropriation expenditure account. <br />2. Authorize the City Manager to execute a one-year grant agreement <br />(PS21042) with the State of California Office of Traffic Safety for Pedestrian <br />and Bicycle Safety Program funds in an amount not to exceed $100,000, for a <br />one-year period beginning October 1, 2020 and ending September 30, 2021 <br />(timeframe consistent with the grant cycle), subject to non -substantive <br />changes approved by the City Manager and City Attorney (Agreement No. A- <br />2020-XXX). <br />3.
