Contractor will describe if and how they would provide for a dedicated network exclusive for <br />use by emergency response providers such as Federal, State, and local emergency public safety, <br />law enforcement, emergency response, emergency medical (including hospital emergency <br />facilities), and related personnel, agencies, and authorities; including Native American Tribes <br />(Sovereign Nations) or authorized tribal organization and rural communities, unincorporated <br />town or village, or other public entity. <br />Carriers will describe how their proposed services will have the ability to provide the most <br />comprehensive, reliable coverage and highest priority for emergency communications, such as: <br />• Broadband LTE network allowing first responders and other public safety personnel to <br />send and receive voice, data, video, images, push -to -talk and text without concerns <br />about network congestion. <br />• Mobile Devices <br />• Mobile Device Management, to include Maintenance and Replacement <br />• Public Safety Applications and Solutions <br />• Assured Priority and Preemption when needed <br />• Network Security <br />Interoperability: <br />Interoperability is critical to all public safety agencies, therefore; The Wireless Service Provider <br />(the Contractor), will describe how they enable comprehensive public safety broadband <br />interoperability at all levels including the sharing of priority and preemption protocols, <br />applications, and mission critical Push -to -Talk (MCPTT) communications and off -air device to <br />device communications during an emergency situation. <br />Deployable Access: <br />The Wireless Service Provider (the Contractor) will describe how they will provide cellular <br />connection in areas where service does not exist or where service fails during emergency <br />circumstances. The Wireless Service Provider will describe how they provide dedicated access <br />to Satellite Cell on Wheels and Portable Emergency Communications. <br />The Wireless Service Provider (Contractor) will describe additional deployable equipment for <br />dedicated access in areas where service does not exist or where service fails during emergency <br />situations. <br />Optional Services: <br />Additional Public Safety Services sold under the NASPO ValuePoint Master Agreement other <br />than the requirements listed, must be properly reviewed and approved by the lead state. <br />Option to Terminate: <br />The NASPO ValuePoint Master Agreement is an additional procuring mechanism. The Wireless <br />Service Provider (the Contractor) must agree; if a Public Service Entity chooses to utilize the <br />MA152-1 Wireless Data, Voice and Accessorie wach- Qrtt B: SOW <br />
