Exhibit 1 <br />Service and Financial Sustainability Analysis <br />The PRCSA is currently conducting a Services and Financial Sustainability Analysis and as part <br />of that exercise, is reviewing existing processes and services to determine the future of the <br />agency and how best to proceed. The Analysis is 75% completed. The CITY is a high -density <br />community that relies heavily on city services and facilities. The parks system is heavily used <br />which reduces the useful life of facilities and increases the costs of maintenance. The recreation <br />programs are in high demand which require staffing to adequately manage the programs. <br />Various services have a fee associated that cover the cost of the service, but in most cases the <br />services are subsidized or free. The agency in general requires a process by which it can sustain <br />itself for the long-term. <br />In addition to the Service and Financial Sustainably Analysis, the CITY is moving forward to <br />provide a strong commitment to deliver outstanding parks, facilities, trails, zoo and open spaces <br />for citizens of the city. <br />SCOPE OF WORK: <br />1. Public Process <br />a) Identify, describe and implement a comprehensive strategy and methodology for citizen <br />involvement in the Parks Master Plan development process. <br />b) Provide residents, user groups, appointed and elected officials and other stakeholders an <br />opportunity to participate in the development of the Parks Master Plan. <br />c) Conduct public focus group meetings and individual stakeholders' interviews as appropriate. <br />d) Attend and present at a minimum of two meetings with the Board of Recreation and Parks to <br />provide progress reports and final draft Parks Master Plan. <br />e) Attend and present at a minimum two meetings with the City Council to provide briefings and <br />present the final Parks Master Plan for adoption. <br />f) Provide well -organized and directed activities, techniques and formats that will ensure a positive, <br />open and proactive public participation process is achieved. <br />g) Provide written records and summaries of the results of all public process and communication <br />strategies. <br />h) Lead the effort to build consensus and agreement on the plan and if consensus is not possible, <br />provide information for informed decision making for the City Council. <br />i) Provide methods to hear from as many people as possible, including nonusers as well as users <br />of the services and facilities. <br />2. Inventory, Mapping and Assessment <br />a) Compile an inventory and assessment of the existing parks, facilities, trails, and open space <br />located within the city's boundaries, regardless of ownership. <br />b) The assessment should consider the capacity of each amenity found within the system <br />(playgrounds, ball fields, trails, natural areas, special facilities, etc.) as well as functionality, <br />accessibility (ADA), condition, comfort, and convenience. <br />c) Each amenity should be evaluated regarding its service from both a resident and a visitor <br />perspective. <br />d) Visits to city sites and facilities will be required by the consultant to conduct this inventory and <br />assessment so that the consultant can effectively develop a set of prioritized recommendations <br />for maintenance, renovation, development and potential expansion of existing parks, facilities, <br />
