Exhibit 1 <br />trails, lakes, zoo and passive open space. <br />e) Assessment should consider locations of sites citywide and their proximity to the various land <br />uses, to identify underserved areas. <br />f) Identify, inventory, and rank other open space resources for potential park system acquisition, <br />expansion to existing parks, and/or parks development opportunity within the community. <br />g) Determine current park acreage to resident ratio. Analyze appropriateness. Provide comparison <br />to similar cities and the national standard. <br />h) Provide a maintenance and operation analysis. This should include meetings and interviews with <br />the Park Services Division. <br />i) Reviewing funding streams including current revenue sources, past and projected expenditures. <br />This should include, but is not limited to, review of Acquisition & Development fees. <br />j) Develop a formal Needs Assessment document <br />3. Programs and Services <br />a) Utilize the results of the Service and Financial Sustainability Analysis to ascertain the city's <br />current level of recreation programs, services and maintenance in relation to present and future <br />goals, objectives and directives. <br />b) Collect and analyze information on participation, needs, desires, operations, programming, and <br />land use trends and make Level of Service recommendations based on standards developed by <br />the National Recreation & Parks Association. <br />c) Identify areas of service shortfalls and projected impact of future trends. <br />d) Develop recommendations for operations, staffing, maintenance, programming, and funding <br />needs. <br />e) Provide a clear plan for development of programming direction based on standards and demand <br />analysis. <br />4. Progress Reporting <br />a) The consultant and the CITY's Project Manager (PM) shall hold progress meetings as often <br />as necessary, but in no case less than once per month (teleconferencing/zoom meetings is <br />acceptable) until the final plan is approved by the City Council for the purpose of progress <br />reporting. <br />b) The consultant shall supply the PM with at least one (1) hardcopy plus electronic files of all <br />completed or partially completed reports, studies, forecasts, maps, or plans as deemed <br />necessary by the PM at least three (3) working days before each progress meeting. <br />c) The PM shall schedule the meetings, as necessary, at key times during the development of <br />the master plan. <br />5. Development of Final Plan and Supporting Materials <br />a) The Parks Master Plan must include written goals, plans, objectives, and policy statements <br />that articulate a clear vision and "road map" and model for the department's future. <br />b) An executive summary. <br />c) A summary of existing conditions, inventories and Level of Service analysis (Needs <br />Assessment Report). <br />d) Charts, graphs, maps, and other data as needed to support the plan and its presentation to <br />the appropriate audiences. <br />e) Develop an implementation plan which includes strategies, priorities and an analysis of <br />budget support and funding mechanisms for the short term and long term for the park system, <br />open space, trails, and recreation services. <br />f) A comprehensive financial plan for the development, modernization, rehabilitation, and <br />City of &n8a AFF➢ 20-078 <br />
