Approve an Agreement with MIG to Prepare a Parks, Facilities, Trails, and Open Space Master <br />Plan <br />December 1, 2020 <br />Page 2 <br />On August 6, 2020, the PRCSA issued a Request for Proposal (RFP) (Exhibit 1) for a qualified <br />consultant to prepare a Parks, Facilities, Trails, and Open Space Master Plan (Parks Master Plan). <br />The purpose of this 10-year growth plan is to focus on immediate, short-term, and long-term capital <br />development and improvement strategies that correspond to the community's unmet needs and <br />priority investments, for critical parks and recreation services. <br />The City notified 461 companies (35 Santa Ana companies). 70 companies downloaded the <br />documents (3 Santa Ana companies) and six companies submitted proposals (zero Santa Ana <br />companies) to provide Parks Master Plan consulting services. <br />On September 17, 2020 an evaluation committee rated the proposals and conducted interviews <br />for the top three firms. The proposals were evaluated according to the criteria listed in the RFP, <br />which included firm/team experience, relevant project experience, references, scope of <br />work/understanding of need, schedule, and fee. MIG is a <br />multi -faceted urban and environmental planning firm who employ a multi -disciplinary team of urban <br />policy planners, landscape architects, civil engineers, community engagement leaders, and other <br />related professionals. MIG Inc. has 40 years of experience and has worked with public, private, <br />and nonprofit agencies, and their constituents, throughout the United States to effectively address <br />any issues on the planning and design spectrum related to parks and recreation —concept to <br />construction, strategic plan to master plan, historic preservation to open space conservation, <br />sustainability to feasibility, and everything in between. The depth of their expertise encompasses <br />the full range of assessment, analysis, outreach, design, and planning methods/skills required to <br />help communities create and responsibly manage available resources —ensuring the right balance <br />in the amount, size, types and locations of park land, recreation amenities, and services for each <br />community now and in the future. <br />FISCAL IMPACT <br />Funds are available in the following account for the current year and will be budgeted and made <br />available for the next fiscal year: <br />25B-2 <br />
