This meeting was publicly <br />noticed in the OC Register, posted on the City's website, and <br />invitation/notices were mailed to property owners and occupants/tenants <br />in a 500-foot radius from the project site. An estimated 100 members of <br />the public attended, as well as City staff. The applicant provided all the <br />required information to the City after the meeting. Details from the <br />community meeting were posted to the project's webpage at <br />https://www.santa-ana.orq/pb/planning-division/major-planning-proiects- <br />and-monthly-development-protect-reports/4th-and. <br />Notification by mail was mailed to all property owners, occupants, and <br />other interested parties within 500 feet of the project site on November 20, <br />2020, in accordance with SAMC requirements. In addition, newspaper <br />posting was published in the Orange County Register on November 20, <br />2020, in accordance with SAMC requirements. <br />Additional <br />The applicant met with several interested groups, neighborhoods, and/or <br />Measures <br />individuals between August 2018 and September 2020. Santa Ana Blvd.) and Parks Apartments (510 <br />Mortimer St.) <br />• Joint Meeting of Neighborhood Associations July 2020: French <br />Park, French Court, Logan, Lacy, Downtown and French Park <br />Plaza <br />• Business organizations and individual leaders associated with the <br />Santa Ana Business Council, Chamber of Commerce, Downtown <br />Inc. <br />• Historic preservation representative Tim Rush <br />• Eight individual property owners as a result of surveying every <br />residence across Fifth Street and Minter Street from development <br />site <br />CONCLUSION <br />Based on the analysis provided within this report, staff recommends that the City Council adopt a <br />resolution denying Appeal Application No. 2020-02 and upholding the Planning Commission's <br />approval of a resolution approving Addendum to the Environmental Impact Report for the Transit <br />Zoning Code Project (SCH NO.2006071100), mitigation monitoring and reporting program, Site Plan <br />Review No. 2020-03, and Variance No. 2020-06. Staff also recommends that the City Council adopt <br />a resolution approving an Addendum to the Environmental Impact Report for the Transit Zoning Code <br />75C-16 <br />
