L GENERAL / INTRODUCTION / PROJECT DESCRIPTION <br />The City of Santa Ana ("Santa Ana" or "City") is the county seat and second most populous <br />city in Orange County, California, with over 343,000 residents. It is the 57th most -populous <br />city in the United States. <br />Santa Ana is located in Southern California, adjacent to the Santa Ana River, about 10 miles <br />away from the California coast. Founded in 1869, the City is part of the Greater Los Angeles <br />Area, the second largest metropolitan area in the United States with almost 18 million residents <br />in 2010. <br />A. NATURE OF WORK <br />The City of Santa Ana is seeking qualified construction companies to be ON -Call using a Task <br />Order process to provide on -call and/or emergency services to augment the City's capacity to <br />restore pavement, sidewalk, curb and gutter, grading, underground, and/or storm drain systems <br />and structures in the event of failures or other urgent tasks within the public right of way. The <br />City intends to enter into agreements in the aggregate amount of $300,000 per category. The <br />City may award up to three (3) firms per each of the three categories to provide work on a <br />Task -Order basis. Any approved Task Orders will be based upon each contractor's schedule <br />of hourly billing rates provided with their proposal submittal and on time and materials (or <br />lump sum basis) as appropriate per Task Order issued. The City reserves the right to enter into <br />fewer, or more agreements, and to issue several or no task orders to each firm, as determined <br />by the City's needs. Attachment 1 includes a detailed Scope of Work in this RFP's Appendix. <br />B. PROPOSAL SUBMITTAL AND SIGNATURE <br />Five (5) hard copies are required in addition to the electronic submittal to PlanetBids for the <br />complete proposal package as well. It is the responsibility of the proposer to ensure that any <br />proposals submitted have been uploaded to PlanetBids prior to the proposal due date and time. <br />The Fee Proposal shall be submitted separately and electronically to PlanetBids by the <br />deadline. One of the hard copies shall be marked as "ORIGINAL" and shall be signed by a <br />company official with the power to bind the company and submitted to the City of Santa Ana. <br />Each Contractor shall be explicit in identifying the appropriate person with legal authority <br />to bind the company. <br />C. PROPOSAL EVALUATION AND RATING <br />The criteria for evaluating the proposals submitted will take the following items into <br />consideration: <br />• Relevant Company/Team Experience 30% <br />• Understanding of Need 30% <br />• Financial Capacity and Availability 30% <br />• References 10% <br />City of Santa ��P 7J-106 <br />P <br />
