X. Grant Administration - CONTRACTOR Managed Career Solutions. SPC (MCS): Managed Career Solutions, SPC (MCS) will administer the grantprogramonbehalfoftheCity. MCS will accept, review, approve applications, and issue grant payments. Xl. ProiectElpectations: The CONTRACTOR will implement a rapid deployment Utility Assistance program to address the challenges faced by residents located in the CITY. The CONTRACTOR will: Work with the CITY, the Orange County Small Business Development Center, Santa Ana Chamber of Commerce, and other small business support organizations in the CITY to promote and market the program so that as many residents as possible throughout the CITY know about the program and are able to apply. Develop and host a user-friendly online application and affidavit for the grant program with a public link, which will direct to an on-line application. The landing page for the application will describe the program and invite eligible applicants to apply. All application responses will be securely stored in an electronic file system, which will serve as a repository for all program documents, and available for CITY staff to view at any time. The online application system to be used is Submittable. 3. CONTRACTOR will develop a draft press release with CITY assistance and an e- flyer for the program. 4. Online applications will be available in English, Spanish and Vietnamese. 5. Once grant inquiry applications are received, CONTRACTOR will determine the initial eligibility status of the business. CONTRACTOR will also check against lists (some of which the City will provide, others provided by CONTRACTOR) containing the data of ineligible residents (i.e. previous funding as D1 or City of Santa Ana grantees, residents with active code violations) to confirm eligibility. Once approved for funding, grantees will enter the award phase whereby additional documents will be collected (ACH, W9, valid identification and Grant Agreement in DocuSign).
