• Applicant agrees if awarded, the application becomes a binding contract between <br />the resident and the City of Santa Ana. Any violation of the program guidelines will <br />resultin the resident promptly repaying the City any amount issued pursuant to this <br />program. <br />• Applicant understands that City reserves the right to rej ect all applications. <br />X. Grant Administration - CONTRACTOR Managed Career Solutions. SPC <br />(MCS): <br />Managed Career Solutions, SPC (MCS) will administer the grantprogramonbehalfoftheCity. MCS <br />will accept, review, approve applications, and issue grant payments. <br />Xl. ProiectElpectations: <br />The CONTRACTOR will implement a rapid deployment Utility Assistance program to <br />address the challenges faced by residents located in the CITY. The CONTRACTOR will: <br />Work with the CITY, the Orange County Small Business Development Center, <br />Santa Ana Chamber of Commerce, and other small business support organizations <br />in the CITY to promote and market the program so that as many residents as possible <br />throughout the CITY know about the program and are able to apply. <br />Develop and host a user-friendly online application and affidavit for the grant <br />program with a public link, which will direct to an on-line application. The landing <br />page for the application will describe the program and invite eligible applicants to <br />apply. All application responses will be securely stored in an electronic file system, <br />which will serve as a repository for all program documents, and available for CITY <br />staff to view at any time. The online application system to be used is Submittable. <br />3. CONTRACTOR will develop a draft press release with CITY assistance and an e- <br />flyer for the program. <br />4. Online applications will be available in English, Spanish and Vietnamese. <br />5. Once grant inquiry applications are received, CONTRACTOR will determine <br />the initial eligibility status of the business. CONTRACTOR will also check <br />against lists (some of which the City will provide, others provided by <br />CONTRACTOR) containing the data of ineligible residents (i.e. previous <br />funding as D1 or City of Santa Ana grantees, residents with active code <br />violations) to confirm eligibility. Once approved for funding, grantees will enter <br />the award phase whereby additional documents will be collected (ACH, W9, <br />valid identification and Grant Agreement in DocuSign). <br />
