6. Once the grantee has completed all required documentation in the grant award <br />process, underwriting will take place. CONTRACTOR Accounting Staff will <br />work with City of Santa Ana staff to approve grantees and fund ACH payments. <br />7. Ineligible business grant applications will be notified of ineligible status. <br />8. Both declined and approved applicants with completed applications will be <br />notified within five (5) business days of the funding decision. <br />9. Approved applications will be remotely closed using CONTRACTOR's <br />automated grant system. Documentation will include obtaining signed copies <br />of the W9, and ACH electronic funds transfer information. <br />10. Grants will be disbursed electronically through CONTRACTOR's bank account <br />directly into the business bank account of approved applicants. <br />11. CONTRACTOR will provide one program administrator; three dedicated bilingual <br />staff with English/Spanish and English/Vietnamese linguistic capabilities; as well <br />as one accounting professional to manage funding requests to the CITY for review <br />and processing of grant payments. These positions will split their time between all <br />CITY business grants. <br />12. CONTRACTOR will ensure prospective applicants can contact members of the <br />support team through a local 714 number Monday -Friday from 9:OOam-5:OOpm. <br />CONTRACTOR support team will be bilingual in English, Spanish and <br />Vietnamese. Voicemail will be enabled on the lines, ifthe line is occupied with <br />other callers. Calls will be returned between 24-48 business hours after the <br />voicemail is left. Applicants can also contact the support team via email 24/7. <br />Emails will be returned as quickly as possible (but not more than 24-48 business <br />hours). For technical assistance with the Submittable portal, Submittable <br />provides technical assistance. <br />13. CONTRACTOR will locate a satellite office in Santa Ana that would be <br />centrally available to residents in need of services in person. CONTRACTOR <br />Support Team staff may meet with applicant's in -person (by appointment) to <br />assist those who: (1) lack access to technology and internet; (2) are unfamiliar <br />or uncomfortable completing online applications; or (3) require reasonable <br />accommodation due to a disability/impairment. Appointments will be <br />scheduled in advance and social distancing protocols, including mandatory mask <br />wearing, will be required and communicated in advance to those in need of in - <br />person services. <br />14. CONTRACTOR will hold a one three-part Zoom Webinar in English, Spanish <br />and Vietnamese to help Santa Ana residents learn about general application <br />eligibility and submission requirements. This webinar will be recorded in -real <br />time and will be shared with CITY. A Question and Answer (Q&A) session <br />
