Contractor Responsibilities: <br />A. Contractor shall be responsible for overall coordination, and all aspects of operations related to <br />testing including, but not limited to, online registration and scheduling, onsite communication <br />with patients, specimen collection and handling, coordination with labs for processing and <br />electronic reporting, provision of results and care instructions to all patients, and all related <br />administration and financing. <br />License and Certification: <br />A. Contractor shall be licensed in the State of California as a medical provider pursuant to Title 17, <br />California Code of Regulations, and shall be eligible to participate as a provider in (bill services <br />to) Medi-Cal, Medicare, CalOptima Health Networks (including pre -authorizations), most <br />commercial insurers, and the US Health Resource and Services Administration (HRSA). <br />B. Any subcontractors proposed by Contractor shall be licensed in the State of California for <br />appropriate clinical ancillary services or as a clinical laboratory, and shall be eligible to <br />participate as a provider in (bill services to) Medi-Cal, Medicare, CalOptima Health Networks <br />(including pre -authorizations), most commercial insurers, and the HRSA. <br />C. Personnel providing services tinder this Contract requiring professional licensure or <br />certification pursuant to Title 17, California Code of Regulations, Section 1029, et, seq., must <br />hold current valid licensure or certification from the State of California Department of Public <br />Health and meet all applicable standards for all work performed. <br />D. Contractor shall have available and provide a sufficient number of licensed/certified personnel to <br />effectively service all locations and schedules specified herein, plus any additional facilities that <br />may be added to the Contract, by mutual written agreement of both Parties, during the COVID-19 <br />testing Contract period. <br />E. Contractor shall provide COVID-19 testing services in accordance with FDA -approved testing <br />guidelines and Health Care Agency approved priority Clients guidance. <br />Services to be provided: <br />A. Contractor will utilize FDA/EUA-authorized PCR test. Antigen or antibody testing, or other <br />services such as vaccination, may be added upon approval of the City. <br />B. Testing will be targeted to City -defined priority populations based upon guidance <br />from the California Department of Public Health and any modification by Orange County <br />Health Care Agency. <br />C. No individuals will be charged out-of-pocket costs — insurance and federal <br />reimbursements for uninsured people will be the revenue streams funding operations. <br />D. Services are appointment -based and a robust HIPAA-compliant registration and appointment <br />system will be maintained 24/7. <br />E. Laboratory services will be performed by one or more CLIA certified high -volume labs <br />that have sufficient capacity to handle the anticipated volume while consistently <br />maintaining a turn -around time of less than 72 hours. Contractor will coordinate with the <br />lab for supplies and pick up/courier services. <br />F. Contractor will provide overall coordination of the daily operation of the program and will be <br />responsible for all logistical aspects of clinical operations, including provision of all supplies, <br />equipment, furniture and canopies/tents, vehicles for h•anspo Cation, etc., not available through the <br />venue. <br />G. Contractor shall assure proper infection control practices at all times and will follow <br />Centers for Disease Control and Prevention (CDC) guidelines for use and conservation of <br />Personal Protective Equipment. <br />20 <br />
