If it becomes necessary to revise any part of this RFP, an Addendum <br />to the RFP will be provided on the City's PlanetBids) system: <br />httr)://www.planetbids.com/portal/i)ortal.cfm?CompanvlD=20137. <br />IX, PROPOSAL FORMAT GUIDELINES <br />Interested firms are to provide the City a thorough Proposal using the following guidelines: <br />Proposal should be typed using a 12-point font size, and should contain no more than 100 <br />typed pages (include all the items in Section V - [PROPOSAL SUBMITTAL <br />REQUIREMENTS], Index/Table of Contents, dividers, tables, charts, graphic exhibits, and <br />costs proposal). Each Proposal will adhere to the following order and content of sections: <br />proposal should be straightforward, concise and provide "layman" explanations of technical <br />terms that are used; emphasis should be concentrated on conforming to the RFP instructions, <br />responding to the RFP requirements, and on providing a complete and clear description of the <br />offer. Proposals, which appear unrealistic in terms of technical commitments, lack of technical <br />competence or are indicative of failure to comprehend the complexity and risk of this contract <br />may be rejected. <br />Colored displays, promotional materials, etc., are not necessary or desired. Emphasis should <br />be concentrated on conformance to the RFP instructions, responsiveness to the RFP <br />requirements, and on completeness and clarity of content. Dividers and clear organization of <br />content and material are encouraged. <br />X. COMMUNICATION/CONTACT WITH CITY STAFF: <br />Unless otherwise authorized herein, Proposers who are considering submitting a proposal in <br />response to this RFP, or who submit a proposal in response to this RFP, are only to <br />communicate with the assigned City Buyer, and no other City staff about this RFP from the date <br />this RFP is issued until a proposal is submitted. The assigned City Buyer will provide all official <br />communication concerning this RFP in writing via the City's Bid Management System, <br />PlanetBids. <br />General questions regarding this RFP may be directed to the following designated City <br />personnel via the City's assigned Buyer utilizing the City's PlanetBids system. <br />XI. CONTRACT ADMINISTRATION <br />The Executive Director of Finance & Management Services of the City of Santa Ana, or his or <br />her designee, shall be the authorized representative in all matters pertaining to the RFP <br />process. The contract awarded pursuant to this RFP for the provision of revenue auditing, <br />recovery, reporting, analysis, and legislative/State agency liaison, and implementation <br />monitoring services shall be administered by the Executive Director of Finance & Management <br />Services of the City, or his or her designee. <br />XII. CONTRACT MODIFICATION AND AMENDMENTS <br />Once a contract has been awarded and executed, the parties may adjust the specific terms and <br />the Contract Documents from time -to -time where circumstances beyond the control of either <br />party require modification or amendment. Any modification or amendment proposed by the <br />Consultant/Vendor must be submitted in writing to the City.
