A. Statement of Qualifications <br />2. Firm & Personnel Experience <br />EXPERIENCE WITH TECHNICAL STUDIES <br />ARG has extensive, long-range experience producing technical <br />studies for state and federal environmental compliance <br />documentation. Experts in the California Environmental Quality <br />Act (CEQA), Section 106 of the National Historic Preservation <br />Act, and the National Environmental Policy Act (NEPA), ARG staff <br />provide guidance to both private and public clients for project <br />compliance with environmental law. The types of documentation <br />provided include historical resource assessments to determine <br />whether there are historical resources present in a project area; <br />project impacts analyses; guidance on project mitigation, where <br />possible; and development and review of project alternatives. With <br />architectural historians and architects on staff, ARG is uniquely <br />capable of guiding our clients in the design of projects in such a <br />way as to achieve the most expeditious environmental result. In <br />addition to small project -specific environmental studies, ARG has <br />conducted technical studies for Environmental Impact Reports <br />for specific plans, master plans, and other long-range planning <br />documents. <br />ARG also has extensive experience providing on -call consulting <br />services within the realm of preservation planning. ARG has, for <br />many years, provided on -call consulting to several municipalities <br />for historic preservation services, Including historical assessments <br />and property evaluations under CEQA, design review, historic <br />resource surveys and updates, and general assistance for property <br />research and documentation. ARG can provide preservation <br />planning services in consultation with City Staff including <br />technical assistance and support via phone, email, and in person <br />as requested by the City of Santa Ana. These relationships have <br />allowed our clients to expand the. range of services and level of <br />expertise that they can provide in the management of their historic <br />resources. <br />PROJECTTEAM IDENTIFICATION <br />ARG has assembled an expert team to assist with environmental <br />and planning services requested by the City of Santa Ana. We <br />propose the following personnel to perform the tasks required <br />under this contract: <br />As Project Manager, Evanne St. Charles will oversee all aspects <br />of requested services and provide day-to-day contact with City <br />Staff as needed. Evanne has over 7 years of experience working <br />In historic preservation planning, primarily in the evaluation and <br />interpretation of the historic resources of Southern California. The <br />Project Manager of ARG's on -call historic preservation contract <br />with the City of Anaheim, she has valuable, pragmatic expertise in <br />the development and administering of local preservation programs. <br />She also provides leadership in such areas as design review, <br />California Environmental Quality Act (CEQA) compliance, Federal <br />Rehabilitation Tax Credit projects, and Section 106 documentation. <br />Evanne will manage any request for environmental services and <br />technical studies from the City of Santa Ana. <br />Project team member Mary Ringhoff has extensive experience <br />conducting historic resources surveys, writing historic context <br />statements, and documenting and evaluating historic and <br />archaeological resources. She is currently working onthe citywide <br />historic resources survey for the City of Tustin, and has completed <br />numerous historical resource assessments (HRA) in the cities of Los <br />Angeles, Palm Springs, Redlands, and West Hollywood. Mary will <br />provide archaeological services, documentation, research, writing, <br />and interpretive skills for HRAs and other reports as needed by the <br />City of Santa Ana. <br />Project team member Andrew Goodrich has managed and worked <br />on numerous historic preservation projects in the region, including <br />HRAs in Dana Point, Los Angeles, Glendale, Whittier, and Palmdale; <br />landmark assessment reports in Santa Monica and Beverly Hills; <br />CEQA technical reports in Los Angeles, San Diego, San Bernardino, <br />Claremont, and West Hollywood; and local landmark designation <br />nominations in Los Angeles, Pasadena, and West Hollywood. He will <br />provide documentation, research, writing, and interpretive skills for <br />HRAs and other studies as needed by the City of Santa Ana. <br />Projectteam member Rosa Fry has contributed to multiple historic <br />preservation projects while working with ARG, including HRAs in <br />Los Angeles, Burbank, and Beverly Hills as well as historic context <br />statements and historic resource survey reports for the City of San <br />Marino, the City of Tustin, and two historic districts for the City of <br />Glendale. She will assist with documentation, research, and writing <br />for HRAs and other studies as needed by the City of Santa Ana. <br />Katie Horak will serve as Principal in Charge, overseeing all work <br />done under this contract. Katie is an architectural historian and <br />preservation planner in ARG's Los Angeles office, with more than <br />17 years of experience managing complex preservation projects <br />throughout California. Katie has professional experience in both <br />the private and public sectors, making her particularly sensitive to <br />the needs and concerns of local municipalities as related to their <br />historic preservation programs. A recognized expert in the field, <br />Katie regularly speaks on preservation topics at local, state, and <br />Architectural Resources Group I Environmental and Planning Services <br />
