A. Statement of Qualifications <br />3. Relevant / Related Experience <br />CITY OF ARCADIA CITYWIDE HISTORIC RESOURCES <br />SURVEY, CONTEXT STATEMENT & PRESERVATION <br />ORDINANCE <br />Arcadia, California <br />In 2015, ARG contracted with the City of Arcadia to prepare a <br />historic resources survey report. The goals of the project were to <br />identify and document potential historic resources within the city <br />and to develop a framework through which the city's historic and <br />cultural resources could be evaluated. <br />Incorporated in 1903 by prolific landowner and entrepreneur <br />Elias Jackson "Lucky" Baldwin, the City of Arcadia is a suburban <br />community of approximately 60,000 residents at the foot of the <br />San Gabriel Mountains, in northeast Los Angeles County. Arcadia <br />possesses a rich and varied past that spans multiple eras of <br />California history and is associated with trends that are definitive <br />in the history of the San Gabriel Valley, Los Angeles County, and <br />Southern California. The city retains a wide range of properties <br />related to multiple periods of development. <br />The Arcadia Citywide Historic Resources Survey Report included <br />two major components: the preparation of a historic context <br />statement and the completion of an intensive -level survey. <br />The historic context statement provided ARG surveyors with a <br />contextual basis forthe evaluation of potential historic resources <br />in the city and will serve as a guide forthe identification and <br />treatment of additional historic resources in the future. The <br />intensive -level survey was a month -long effort that included the <br />identification of historic resources within Arcadia City limits and <br />the evaluation of properties against National Register, California <br />Register, and local eligibility criteria. It was preceded by community <br />outreach activities and a reconnaissance -level survey of all 16,800 <br />parcels in the city, during which ARG surveyors also examined <br />and photographed properties identified in an outdated, less <br />comprehensive survey. <br />In 2017, Arcadia City Council voted to move forward with drafting <br />the Arcadia Historic Preservation Ordinance to establish a method <br />of protecting the potential resources identified through ARG's <br />survey. ARG staff collaborated with City Staff to create the draft <br />ordinance and held several community meetings to address <br />comments and questions regarding how the adoption of an <br />ordinance might affect Arcadia's residents. The City adopted its <br />ordinance in early 2019. In the fall of 2019, ARG trained City Staff in <br />the administering of its Mills Act Property Tax Abatement Program, <br />which had been established under the Preservation Ordinance. <br />Following completion of the ordinance, ARG has continued to <br />provide historic preservation consulting services for the City, <br />including Historic Resource Assessments under CEQA. <br />Client <br />City of Arcadia, Development Services <br />Reference <br />Lisa L.
