Michael Baker's scope of services responds to all three of the criteria identified in the City's SOQ: 1) Environmental Services; 2) <br />Technical Studies; and 3) Staffing Services. A description of the proposed work program is provided below. <br />The Michael Baker Team will be led by Richard Beck in the role of Project Director, and Alan Ashimine will serve in the role of Project <br />Manager, both based at Michael Baker's Santa Ana office location. Mr. Beck and Mr. Ashimine have managed a multitude of CEQA/ <br />NEPA environmental documents under an on -call environmental services contracts for a variety of agencies. Mr. At Warot, manager <br />of Michael Bakers Long Beach office, will manage services related to on -call staffing. <br />As Project Manager, Mr. Ashimine will be the key point of contact to the City for services under this contract. Mr. Ashimine is currently <br />managing multiple on -call environmental services contracts with local agencies, including the cities of Long Beach, Fullerton, Ventura <br />and Rancho Cucamonga. Mr. Ashimine is committed to serving as an extension of staff to the City — maintaining continuous <br />availability to the City, promptly responding to emails and phone calls, and being available for face-to-face meetings on short notice <br />given the proximity of our Santa Ana office to City Hall, <br />Michael Baker's project management approach has been proven to be effective in meeting or exceeding client goals for specific <br />assigned tasks on or ahead of schedule and within or below budget. With an effective management approach and continuous close <br />coordination with City staff and our project team, each task order will move forward with a logical progression through the various <br />work tasks. Continuous close coordination, communication and a focused project development process are the keys to successful <br />completion of each assignment. <br />MANAGEMENT APPROACH <br />Understanding Agency Objectives I Prior to initiating <br />our efforts, a thorough understanding of the objectives <br />for the City is essential in order to obtain the <br />successful design, documentation and timely approval <br />of projects. <br />Project Scoping I A critical step to ensuring that an <br />effective project schedule can be developed and <br />maintained is preparing a comprehensive scope of <br />work that clearly identifies the various project tasks <br />and deliverables.
