2. SCOPE OF <br />U.S. Environmental Protection Agency and the California Office of Environmental Health Hazard Assessment (OEHHA) <br />guidelines to evaluate potential health risks associated with Toxic Air Contaminants (TAC). Michael Baker's acoustical services <br />include instrument -assisted noise and vibration field surveys, commercial and industrial stationary sources noise impact <br />analyses, Federal Highway Administration (FHWA) computer modeling of motor vehicle noise impacts for roadway and freeway <br />projects, and rail noise impact analysis. <br />• Biology: Michael Baker has expert in-house biologists experienced in the Federal and State Endangered Species Acts, the <br />Migratory Bird Treaty Act, the California Department of Fish and Game Code, the Clean Water Act and biological analysis under <br />CEQA and NEPA. Michael Baker team's staff relationships with wildlife agencies, regulatory agencies, federal land managers <br />and various conservation groups allow the firm to serve as a liaison between the applicant and these agencies/organizations. <br />• Hazardous Materials: Michael Baker provides a range of Hazardous Materials Assessments to meet our clients' needs for <br />various project types. Michael Baker has prepared hundreds of Hazardous Materials Assessments for a variety of projects <br />throughout California utilizing the American Society for Testing & Materials (ASTM) standards for commercial real estate <br />transactions (E1527-05 and E1528-06), All Appropriate Inquiry (AAI) as well as appropriate protocol from lending institutions and <br />regulatory agencies. <br />• Traffic: Michael Baker emphasizes traffic planning and design techniques to satisfy the requirements of the study site and the <br />adjacent areas. Michael Baker utilizes traffic models derived from data collected at peak intervals to capture the current <br />performance of the traffic system and simulate potential need. <br />• Cultural/Historical Resources: Cogstone specializes in compliance with the cultural resources requirements of the CEQA,_ <br />CEQA-Plus, NEPA, Section 106 of the National Historic Preservation Act (NHPA), the Archaeological Resources Protection Act <br />(ARPA), and the Native American Graves Protection and Repatriation Act (NAGPRA). <br />3 - STAFFING SERVICES <br />The work program associated with on -call planning staffing services can be highly variable, based upon an agency's caseload, <br />project schedules, and specific requirements of a given project. Michael Baker can structure contracts to match an agency's needs; <br />this can include provision of just one contract staff employee on a part-time and short-term basis or provision of multiple staff to cover <br />an entire department's needs on a long-term basis. We can provide entry-level staff or experienced managers, and we build flexibility <br />into our contract work programs to better respond to what sometimes can be a fluctuating workload, resulting in cost savings to our <br />clients. <br />Michael Baker is fully capable of and prepared to perform all of the duties and responsibilities associated with the full spectrum of the <br />City's planning functions. The most salient tasks anticipated to be performed include: <br />• Conducting project site visits and communicating directly with applicants regarding the specific requirements and/or information <br />necessary to process applications; <br />• Determining the completeness of applications received; <br />• Reviewing proposed development plans for compliance with the City's General Plan, Zoning Ordinance , and the <br />development standards set forth therein, and any applicable design guidelines or Specific Plans; <br />• Coordinating the City's interdepartmental review of proposed projects; <br />• Meeting with applicants to discuss their projects and any suggested design changes, as necessary; <br />• Preparing staff reports, including conditions of approval, recommendations, and resolutions and/or ordinances related to <br />proposed development projects for consideration and action by the Planning Commission and City Council; <br />• Preparing and coordinating the posting, publication and mailing of all required public notices; <br />• Distributing project -related documents to outside agencies, as required; <br />• Scheduling and conducing public hearings before the Planning Commission and City Council; and <br />• Preparing and fling all required notices with the Orange County Clerk. <br />FITRIMM <br />I N T E R N f T 1 0 N AL 21 <br />
