2. SCOPE OF <br />Project Definition and Approach. The Michael Baker Team will assist the City in identifying the best project implementation <br />approach and sequencing based upon current project data and results from previous studies. Michael Baker is aware that the project <br />approach and methods for reaching the end goal of project operation can be reached by many different routes. The Michael Baker <br />Team is flexible and will work with the City at the onset to define the most effective environmental and public involvement approach <br />for this project. Options and creative ideas will be provided by management for various processing scenarios that will ensure an <br />expeditious schedule, the appropriate level of CEQA/NEPA and documentation, and the best means for securing the needed <br />regulatory permits and project approvals. This approach will also take into consideration the available level of engineering design <br />data and the political and public perception climates. <br />Environmental Analysis. Subsequent to project kick-off, data gathering, and development of a work program and project definition, <br />Michael Baker will commence preparation of the environmental document. The results of the technical studies would be incorporated <br />into the environmental document. Our team members are recognized experts in the preparation of CEQA Initial Studies, Negative <br />and Mitigated Negative Declarations, and Environmental Impact Reports in addition to NEPA Categorical Exclusions, Environmental <br />Assessments, and Environmental Impact Statements. Our capabilities include full graphics/exhibit support through our Media Arts <br />division. <br />2 - TECHNICAL STUDIES <br />Michael Bakers typical work program for the preparation of environmental technical studies consists of similar elements as the <br />preparation of CEQA/NEPA documentation, as described above. As a key supporting element to the environmental document, <br />Michael Baker employs management strategies to ensure consistency between all technical studies prepared for a project, in addition <br />to a rigorous QA/QC program to maintain accuracy of technical data, model inputs and outputs, and significance conclusions. <br />Michael Baker has extensive experience preparing Air Quality Reports, Noise Studies, Hydrology/Water Quality Analyses, Biological <br />Habitat Assessments, Visual Impact Assessments, Hazardous Materials Assessments, Community Impact/Environmental Justice <br />Analyses, Utility Studies, and Traffic Studies. We have also retained Cogstone Resource Management for services related to cultural/ <br />historical resources. <br />Technical Study Kick-off. The Michael Baker Team's technical specialists are able to quickly mobilize in order to initiate analysis of <br />a City task order. Michael Baker will work with City staff to prepare a detailed work plan and schedule for completing key milestones <br />of the technical study work program. Michael Baker will work with the City to determine the management and communication <br />approach best suited for each project and the extent to which the team will convene throughout the course of the project (e.g., <br />monthly or bi-weekly progress meetings). Project team communication protocol would be established also at this time. The kick-off <br />process would be used to establish schedules and expectations of the project team. All available documentation and files on the <br />project would be provided to the Michael Baker Team in order to expedite the first leg of the project - existing data review and <br />research. <br />Technical Data Review and Research. Following the project kick-off, the Michael Baker Team will review all available data, <br />including available engineering/feasibility studies, environmental studies, planning documents, geohydrology, and engineering studies <br />for the study area. Michael Baker will utilize as much existing data as possible and supplement where necessary. The Michael Baker <br />Team will identify data gaps, additional data needs, and environmental survey or assessment constraints, such as seasonal survey <br />limitations and compatibility with the project schedule. <br />Technical Study Analysis. Subsequent to project kick-off, data gathering, and development of a work program and project <br />definition, Michael Baker will commence preparation of the required technical study. Michael Baker's technical specialists are <br />recognized industry experts in carrying forward analysis utilizing the latest models, software, and technology, in addition to <br />continuously monitoring changes and advancements in regulatory guidance and legislation. Michael Baker's technical specialists for <br />key service areas provide the following: <br />• Air Quality/Greenhouse Gas Studies, Energy Analyses, Health Risk Assessments, and Noise Analyses: Michael Baker <br />utilizes air quality models that are developed by the U.S. Environmental Protection Agency, California Air Resources Board and <br />South Coast Air Quality Management District.
