Authorize the City Manager to execute an agreement <br />with Illumination Foundation to operate a temporary shelter to provide needed serves <br />to guests at the Link shelter during the construction of the Carnegie Navigation Center <br />for $230,000 per month in an amount not to exceed $1,500,000, from April 20, 2021 <br />through September 30, 2021, subject to non -substantive changes approved by the <br />City Manager and City Attorney (Agreement No. 2021-XXX). <br />2.
