KELAHER, GPA Consulting (GPA) is pleased to submit this Statement of Qualifications (SOQ) to provide as -needed environmental consulting services to the City of Santa Ana (City). It is our understanding that the City seeks to develop a pre -qualified consultant list to assist the City with California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) compliance. GPA is.a multi -disciplinary environmental consultingfirm, specializing in environmental planning, biological resource studies, and historic preservation. Our firm is experienced in all facets of environmental planning, from private development to small- and large-scale public works projects. We have selected Mr. George Gorman, a Senior Environmental Planner at GPA, to lead our highly qualified team. Mr. Gorman will serve as the Project Managerandprimary contact with the City's staff, He has 10years of experience managing, preparing, and reviewing CEQA and NEPA environmental compliance documentation for local municipalities, private developers, and federal agencies.. Mr. Gorman is supported by our in-house historic and biological resources team members, and subconsultants that include HDR Inc. (HDR), Geocon West Inc. (Geocon), Fehr & Peers, and Arellano and Associates (AA), who will provide CEQA/NEPA support, specialized technical studies, and public outreach. Together, our team will be able to provide the City with the following services: A: Environmental Services: including, but not limited to, Initial Studies and Environmental Assessments; Categorical Exemptions and Exclusions; Negative Declarations (Mitigated) and Findings of No Significant Impacts; Environmental Impact Reports and Environmental Impact Statements, including Addenda, Supplementals, Subsequent documents; Preliminary Environmental Study Forms; Mitigation and Monitoring Programs; Responses to Comments; Statements of Overriding Considerations; and Records of Decision; and B: Technical Studies • Air Quality Study • Biological Resource Assessment • Cultural Resource Study • Environmental Site Assessments • Geological/Soil Study • Greenhouse Gas Assessment • Health Risk Assessment • Historical Resource Assessment • Hydrology/Water Quality Study • Noise Impact Study • Parking Study • Water Supply Assessment • Utility/Sewer Study • Traffic Study Our team's qualifications are detailed in the attached submittal.
