CONSULTING <br />GP A <br />TECHNICAL STUDIES <br />The table below and on the following pages lists the technical studies the GPA team will prepare for the City, and highlights the team's <br />experience and expertise in preparing them. AA will assist the team with public outreach efforts, pertaining to environmental services and <br />technical studies. <br />B. Technical Studies - Biological Resource Assessment <br />B. Technical Studies - Cultural Resource Study <br />GPA has prepared Biological Resource Assessments (BRA) for a number of projects <br />throughout California. GPA completes initial database research, field surveys, and <br />summarizes the results of analysis in the BRA. The BRA includes the applicable <br />regulations and existing biological resources in the project area, potential project impacts, <br />and proposed avoidance, minimization, and mitigation measures to minimize and/or <br />mitigate these impacts to the extent feasible. The BRA also includes a discussion of <br />any consultation required with other regulatory agencies to obtain project approvals and <br />environmental permits, if necessary. GPA coordinates with our clients for the review and <br />approval of the BRA. <br />GPA has extensive experience identifying, evaluating, and documenting historic properties <br />under federal, state and local regulations. Our team of architectural historians comprises <br />several highly qualified professionals who have experience in all aspects of historic <br />preservation. Each architectural historian meets the Secretary of the Interior's Professional <br />Qualifications Standards for history, architectural history, and/or historic architecture as <br />outlined in 36 Code of Federal Regulations Part 61. Our architectural historians have <br />strong backgrounds in writing historic landmark and district nominations, reviewing <br />projects for compliance with the Secretary of the Interior's Standards, preparing reports <br />for CEQA compliance, completing historic assessment and structure reports, conducting <br />historic resources surveys, and numerous other services related to historic preservation <br />planning. <br />With 19 years of experience, Keith Lay, will assist GPA with noise, air quality, greenhouse <br />gas, and health risk assessments for task orders under this contract. Mr. Lay's experience <br />in preparing these studies include the State Route 55 Widening Project, La Pala Avenue <br />Gap Closure and Camino Del Rio Extension Project, and the Interstate 5 Widening Project <br />(State Route 91 to Interstate 605) as well as the Echo Park Hotel Development Project <br />and the Poinsettia 61 Project, which required a General Plan Amendment and zone <br />change. HDR is currently leading the air quality and noise efforts for such projects as <br />the Interstate 605 Corridor Improvement Project PANED, Shoemaker Bridge Replacement <br />Project PANED, and the Interstate 15 ELPSE PANED. Through his working relationships <br />with Caltrans District 12 and TCWG, Mr. Lay can effectively navigate the Environmental <br />Protection Agency's new requirement for quantitative analysis for capacity -enhancing <br />THE HDR team provides expertise in Cultural Resource Management and Historic <br />Preservation. The company has prepared cultural resources studies CEQA/NEPA <br />documents. HDR's cultural resources team's experience includes providing guidance <br />for federal, state, and local agencies where compliance with CEQA, NEPA, and Section <br />106 of the NHPA are concerned. HDR's specialists are qualified under the Secretary <br />of Interior's Standards for Archaeology and are certified by the Register of Professional <br />Archaeologists. The company assists agencies with Native American consultation and <br />coordination activities, including Assembly Bill (AB) 52 Native American consultant <br />support required under CEQA. Specific services include archival research, field <br />preparation, research design development, project design and management, staff <br />management, eligibility determinations, direction of projects for federal clients, utility <br />companies and state agencies, field evaluations, survey and excavations, and report <br />writing in a wide range of regulatory and geographic settings.
