A. <br />STATEMENT OF QUALIFICATIONS <br />UNDERSTANDING OF NEED <br />Project Coordination --As prime consultant, an on -going role <br />for us will be Project Management and Project Administration <br />as outlined in the RFP. Our design team will be led by Michael <br />Ledbetter and he will be Main Point of Contact with the City. <br />This vital task will include managing all aspects of the project, <br />issuing progress reports to the City keeping you informed our <br />progress on a regular basis, internal coordination and quality <br />control with rest of design team, and outside coordination with <br />others where needed. This task will also include the following <br />key responsibilities: <br />• Project Construction Costs — You have a budget for <br />this project that is funded through the Park Acquisition <br />and Development Funds for District 2. We understand <br />the challenge of making this project fit within that budget <br />and getting the most out of every dollar earmarked for this <br />irrigation upgrade. Our design team will be generating our <br />own estimates for this work. Using the City's approved <br />format, we'll generate a list of construction line items <br />and include quantities, unit costs, and totals for all parts <br />of the construction scope. We'll be using our years of <br />experience building things along with other reference <br />data to generate our unit costs for each item. Common <br />reference data includes recent project construction and <br />actual construction costs we're seeing as our projects get <br />completed. Given everything that's going on in the world, <br />this is a great time to be building something. We're see <br />good pricing coming in on all of our public sector work <br />mostly with schools and universities. We also use 3rd <br />Party reference material such as the "Saylor 2020" for <br />current construction costs. This gives us confidence to <br />provide you with good unit costs for all the items that will <br />need be provided and installed as part of this renovation. <br />• Project Schedule — We feel the best way to ensure <br />quality is to expeditiously complete the project on a <br />comprehensive, aggressive timeline that isn't rushing but <br />also isn't allowing too much lag time between deadlines. <br />We think there is an opportunity to condense the proposed <br />submittal schedule of 30%,60%,90%,100%. This is an <br />irrigation renovation project and once we get through the <br />initial design (pressure calculations, mainline routing, and <br />head layout, irrigation controller location and conduit routing) <br />there really isn't much to be gained with that many increment <br />submittals. We would suggest starting with a 50% design <br />submittal package and then going to 90% and 100%. This <br />can get you to groundbreaking faster, it also means we can <br />keep our fee as low as possible because we're eliminating <br />the additional admin paperwork and processing that would <br />be added to our scope with a (4th) submittal package. <br />• Design Team Management — We have a small, focused <br />team on this project. The majority of the work will be <br />performed by our Landscape Architect with our one <br />subconsultant , Linwood Engineering, providing electrical <br />engineering for the irrigation controller power and install. <br />Our approach to meeting your expectations includes staying <br />in constant communication with the City and each member <br />of our design team. We take it upon ourselves to respond <br />as quickly as we can to your phone calls and emails, which <br />typically is same day if not within an hour or two. Issues <br />typically develop because of a lack of communication and <br />we create an open line of discussion with the City and all <br />our team members to ensure that everyone is talking, more <br />importantly that everyone is heard. <br />• Quality Control — Like any design firm we understand that <br />we're only as good our projects, and those are only as good <br />our drawings. During the design and construction document <br />phase we will have our own internal team schedule for <br />each discipline. They will be required to provide us their <br />drawings ahead of any city submittal so that our in-house <br />design team can review and provide redline comment back <br />prior to said submittal. In addition, our internal QAQC team <br />will scan the drawing sets at each milestone submittal for <br />errors, omissions, coordination issues, etc. Our expertise <br />in irrigation and electrical design, along with detailing and <br />construction processes will help us anticipate issues that <br />could be discovered in the field so we can update the <br />drawings to reflect all the scope required by the contractor. <br />i <br />CITY OF SANTA ANA: RFP NO: 20-128 <br />CABRILLO PARK IRRIGATION RESTORATION <br />
