Approve Agreements for SCADA System Upgrade and Amend Agreement with XV <br />Solutions <br />January 19, 2021 <br />Page 2 <br />data used in compliance reporting and budget development. The existing SCADA system, <br />DYNAC, has significant limitations with respect to reporting, long-term retention of <br />historical data, making live system changes, and ongoing support from its vendor, <br />Kapsch. In addition, Kapsch has indicated that future development of the DYNAC platform <br />will be focused on industries other than water production. Due to these challenges, the <br />Water Resources Division conducted a limited pilot deployment of the Wonderware <br />Historian software to test its ability to handle the needs of the City. The Wonderware <br />software has proven to be successful in keeping historical data needed for the City's <br />compliance reporting needs, therefore, staff recommends expanding the use of <br />Wonderware SCADA software to the full Wonderware System Platform (Exhibits 1 and <br />2). <br />In addition to the Wonderware System Platform software, this project will include two new, <br />more powerful SCADA-specific servers, a dedicated workstation for City staff to access, <br />control, and execute required changes to the system, plus myriad system hardware <br />upgrades. Along with other planned system improvements, the reliability and efficacy of <br />the SCADA system will be significantly improved. <br />On October 1, 2019, at the conclusion of a competitive bid process, City Council approved <br />a three-year agreement with XV Solutions, with the provision for an optional two-year <br />extension, in an amount not to exceed $425,000, to provide SCADA support services to <br />the Water Resources Division. The existing agreement with XV Solutions has proven to <br />be a valuable resource in solving problems that have arisen in the legacy DYNAC SCADA <br />system, as the consultant is very familiar with the City's water systems' operations. Due <br />to the complexity of this project, staff recommends amending the agreement with XV <br />Solutions and increasing the capacity by $473,250, for a new not to exceed amount of <br />$898,250, in order to retain XV Solutions' services in overseeing the implementation of <br />the SCADA system upgrade, including hardware installation, network configuration, and <br />data migration and integration to the Wonderware system platform (Exhibit 3). <br />FISCAL IMPACT <br />Funding for the agreements with Wonderware California in the amount of $1,021,505, <br />and for the $473,250 amendment to the agreement with XV Solutions is budgeted and <br />available in the Fiscal Year 2020-21 Water Utility Water Production & Supply account <br />(No. 06017640-62300), and will be budgeted in future fiscal years for expenditure as <br />shown in the table below: <br />
