(k) According to the U.S. Census Bureau's 2015-2019 American Community Survey 5-Year <br />Estimates, residents in the City of Santa Ana have a median household income of just over <br />$66,145, compared to a median income of more than $90,234 for Orange County. According to <br />the May 2017 report by the California Housing Partnership Corporation, median rent in Orange <br />County, which includes the City of Santa Ana, has increased 28%i0 since 2000, while median <br />renter household income has declined by 9%, when adjusted for inflation. Additionally, the May <br />2020 report by the California Housing Partnership Corporation revealed that renters need to earn <br />3.2 times the state minimum wage to afford a base median rent of $2,196 for a two -bedroom <br />apartment in Santa Ana. Moreover, Orange County's lowest -income renters spend 81 % of their <br />income on rent, leaving very little to meet other basic human needs such as food, health, and <br />other needs". <br />(1) Reports from prominent rental sites where residents commonly search for vacant apartment <br />units show even higher median rents for available units in Santa Ana, especially compared to its <br />median household income. Santa Ana's average rents are consistently higher than neighboring <br />cities which have median household salaries larger than that of Santa Ana, such as Los Angeles, <br />Glendale, Long Beach, Tustin, Irvine, and Orange. As of March 2021, a report on Rent Jungle <br />states that the median rent in Santa Ana is $1,975. Apartmentlist.com's national survey of over <br />45,000 renters in its annual "Renter Confidence Survey" has determined that Santa Ana has the <br />lowest overall renter satisfaction of all Orange County cities with a "D" rating. Moreover, renters <br />rated the City an "F" in its "affordability" category12. <br />(m) According to the 2019 American Community Survey, 54% of Santa Ana Residents are <br />renters. Tenants United Santa Ana conducted a survey with over 1,000 residents about rent <br />increases from 2015 — 2018 in Santa Ana's Lacy neighborhood. Based on this survey, the <br />average rent increase in 2018 ranged between 8% and 12% from the previous year. The <br />percentage of Santa Ana residents who experienced a rent increase in 2018 jumped to 70.6%, <br />which is a major increase from 53.4% in the previous year. <br />(n) Renter households are more likely to be low-income than the households of families who <br />own their homes.
