members who are Tenants/Mobilehome Owners/Residents as those terms are defined under this <br />Chapter; at least two (2) members of the community who neither own nor manage a Rental Unit <br />or Property as that term is defined under this Chapter; (1) member who is either a Landlord or <br />manages a Rental Unit or Property as that term is defined under this Chapter, but no more than <br />two (2) Landlords or persons who manage a Rental Unit, Dwelling or Property, shall sit on the <br />Rent Board at any given time. The City Council shall take steps to ensure that the makeup of the <br />Rent reflects the population of the City of Santa Ana regarding racial, gender, and <br />socioeconomic diversity. <br />(b) Eligibility and Appointment. The City Council shall appoint Members to the Rent Board at <br />a public meeting. The City Council shall make documentation regarding eligibility and <br />appointment publicly available. Members who have lived in the City for at least thirty (30) days <br />and who are between the ages of 16 to 70 years of age are eligible to serve as members of the <br />Rent Board. In the case of youth who seek to apply to the Rent Board, they shall be enrolled and <br />attending school, as well as be a resident of the City of Santa Ana. All prospective members <br />under the age of 18 shall provide written proof of parental or guardian permission to qualify for <br />appointment. Should any member cease to reside within the City of Santa Ana, cease to be a <br />student enrolled and attending a school, or exceed the age limit for their respective class of <br />membership, his/her office shall automatically be vacated. Applicants for membership on the <br />Board shall submit an application to the City Council. The application shall include a statement <br />under penalty of perjury of the applicant's interest and dealings in real property, including, but <br />not limited to, ownership, trusteeship, sale, or management, or investment in and association <br />with partnerships, corporations, joint ventures, syndicates engaged in ownership, sale, or <br />management of real property during the three years immediately before the applicant's <br />application. <br />(c) Initial Board Appointed. Upon adoption of this Article, the City Council shall empanel a <br />seven (7) member Board, with each Councilmember appointing one Board member. <br />(d) Term of Office. Rent Board members shall serve terms of four (4) years. Rent Board <br />members shall serve a maximum of two full terms, provided that where a member of the City <br />Council is replaced either via a duly noticed and held election, or due to removal, the newly <br />elected or replacement City Council member shall either retain the existing Rent Board member <br />for his or her district, or appoint another Rent Board Member to serve out the remainder of the <br />term of the Rent Board member he or she replaces. <br />(e) Vacancies. If a vacancy occurs on the Rent Board, a person qualified to fill such a vacancy <br />shall be appointed by the City Council in accordance with this Chapter. <br />(f) Powers and Duties.
