(1) Set Rents at fair and equitable levels to achieve the purposes of this Chapter. <br />Notwithstanding any other provision of this Chapter, the Rent Board shall have the <br />authority to adopt regulations authorizing Rent increases and/or adjustments required by <br />state or federal law. <br />(2) Establish rules and regulations for administration and enforcement of this Chapter, <br />including rules and regulations for absenteeism and recommendations to the City Council <br />for removal from the Rent Board, if warranted. <br />(3) Determine and publicize the Annual General Adjustment pursuant to this Chapter. <br />(4) Establish qualifications and provide training for Hearing Officers who will conduct <br />hearings on matters arising from disputes concerning the provisions of this Chapter. <br />(5) Appoint Hearing Officers to conduct hearings on Petitions for Individual Rent <br />Adjustment pursuant to this Chapter. <br />(6) Adjudicate Petitions pursuant to this Chapter and issue decisions with orders for <br />appropriate relief pursuant to this Chapter. <br />(7) Establish procedures and timelines for hearings on Petitions, including determining <br />the timelines and procedures for appeals to the Rent Board. <br />(8) Administer oaths and affirmations and subpoena witnesses and relevant documents. <br />(9) Establish a budget for the reasonable and necessary implementation of the provisions <br />of this Chapter, including without limitation the hiring of necessary staff, and charge fees <br />as set forth herein in an amount sufficient to support that budget. The budget may include <br />expenditures to advance the policies herein. <br />(10) Hold public hearings and receive public comment. <br />(11) Conduct studies, surveys, investigations, and hearings, and obtain information to <br />further the purposes of this Chapter. <br />(12) Report annually to the City Council on the status of Rental Units subject to this <br />Chapter. Reports shall be made available to the public and include, but not be limited to: <br />(a) a summary of the numbers of Written Notices to Cease served pursuant to this <br />Chapter, including the bases upon which they were served, <br />61 <br />
