Kleinfelder Statement of Qualifications for On -Call Material Testing and Special Inspection Services <br />for City of Santa Ana, RFP No. 20-111 <br />The following outlines a typical work plan for materials testing and inspection services anticipated <br />under this contract: <br />Task 1: Project Kick -Off Meeting <br />Our project team will meet with City representatives to initialize the project expectations, in terms of <br />scope of services, schedule, and budget requirements. Communication controls and expectations will <br />be clearly outlined for future activities. The primary goal is to have a mutual understanding of the <br />City's expectations of Kleinfelder and the conduct of the construction activities. With a clear <br />understanding of the expectations, unanticipated changes and surprises can be dramatically <br />reduced. At this time, we will review project plans and specifications to evaluate the intended scope <br />of services and provide alternatives for consideration. <br />Task 2: Identification of Schedule and Budget Requirements <br />After reviewing the plans, specifications, and schedule, we can prepare a proposed scope of services <br />and cost estimate. The construction schedule will have a large impact on the requirements and <br />duration of our services. It is important, both from a scheduling and accounting standpoint, to have <br />an agreed -upon schedule and budget to follow and measure, as we proceed through the <br />construction process. These elements will help us to provide the City with progress benchmarks, <br />both from a financial and construction viewpoint. Once our proposal is approved by the City, we will <br />receive a Work Authorization. <br />Task 3: Staffing and Resource Management Plan <br />Our Project Manager/Principal Agent will personally manage City projects and work closely with our <br />Task Order Managers, typically the individual that attended the kickoff meeting. We will hold an <br />internal kickoff meeting with designated staff to review documents, project scope, expectations, work <br />practices, and schedule subconsultants as needed. <br />Mr. Hanna will be supported by our Quality Assurance Manager, <br />Mr. Mike Dorsch, to provide proactive testing and inspection in <br />Eteral accordance with the project needs. Kleinfelder will develop a <br />Peer customized Quality Assurance and Quality Control (QA/QC) <br />Reviews I Plan for each task order under this contract. A written Project <br />Quality Plan is the key ingredient of our QMP regardless of scope <br />or budget. <br />0 A <br />Interdisciplinary For medium to large projects where observation services are <br />Revieves required on a full-time basis, we will assign a multi -disciplined <br />Senior Technician to reduce the need for more than one <br />technician for multiple operations at the site. This Senior <br />Quality Management Technician will also coordinate resources in the field. In the event <br />that the job sequence requires more than one technician, we will <br />provide a supplemental technician (upon City approval) who will work at the direction of our Senior <br />Technician. <br />Task 4: Preparation and Review of Mix Designs <br />Based on the discussion and information gathered from the kickoff meeting with the City staff, a <br />Kleinfelder pavement engineer will review and/or recommend and develop concrete and asphalt mix <br />designs considering the traffic loads, subgrade modulus, and sustainability factors. A road alignment <br />with a weak subgrade and requiring reconstruction may be a good candidate for full depth <br />reclamation. Typically, this approach is cost effective where long runs of pavement require <br />replacement.
