RFP #21-017: On -Call Environmental Review Services for the CHAMBERS <br />Housing Division GROUP <br />City of Santa Ana Community Development Agency <br />Inventory of Other Hazardous Materials <br />Converse will inventory the following within the building: <br />• Fluorescent Light Fixtures <br />• Thermostats <br />• Drums and/or containers of Hazardous Materials <br />The fluorescent light fixtures will not be disassembled to access and observe the ballasts. Converse will assume one <br />ballast is located within each florescent light fixture. All homogenous light fixtures will be assumed to be the same <br />through a particular building. <br />Thermostats will not be disassembled to observe if mercury is present or not. The thermostats will only be inventoried. <br />Drums and/or containers of chemicals or hazardous materials will also be inventoried. Unlabeled drums or containers <br />will not be opened by Converse. <br />The inventory will be provided in a section of the Asbestos and LBPSurvey Report. <br />Regulation <br />Converse understands that it may be required to assist the City in working with various outside governmental agencies, <br />including but not limited to, the applicable planning commissions and departments; the Department of Toxic <br />Substances Control (DTSC); RWQCB; SCAQMD; California Department of Education (CDE); Division of the State Architect <br />(DSA); and the Office of Public -School Construction (OPSC). Their many years of experience in this field has yielded the <br />necessary knowledge to nurture such relationships. Their experience with some of these agencies is presented below <br />and on the following page: <br />Department of Toxic Substances Control (DTSC) <br />Converse has completed various assessments and documents that were reviewed and approved by DTSC. Their work <br />for the various school districts has included: <br />• Phase I ESAs and CDE Checklists <br />• PEA Workplans, Human HRAs, and Scoping Documents <br />• Removal Action Workplans and Remedial Action Plans <br />• Public Notices and Health and Safety Plans <br />• Quality Assurance Project Plans <br />• Supplemental Site Investigations, Removal Action Workplans & Removal Action Completion Reports <br />The DTSC has a cost recovery program and those completing assessment activities and cleanups under their oversight <br />execute an agreement for cost reimbursement. A phased approach is implemented with components including: <br />• Preliminary Assessment <br />• Soil and Water Investigations <br />• Interim Remedial Measures <br />• Risk Assessments <br />• Establishing Cleanup Goals and Plans <br />• Implementation and Monitoring <br />Regional Water Quality Control Board (RWQCB) <br />Like the DTSC, the RWQCB has a cost recovery program. Converse almost always completes the Phase I ESA before the <br />RWQCB is approached. In some cases, it is the findings of the Phase I ESA that initiates the contact (Well Investigation <br />Plan Listing or EPA Superfund Area listed Responsible Party).
