Resolution No. 2021-02 <br />Page 1 of 7 <br />RESOLUTION NO. 2021-02 <br /> <br />A RESOLUTION OF THE ZONING ADMINISTRATOR OF <br />THE CITY OF SANTA ANA APPROVING MINOR <br />EXCEPTION NO. 2021-03 AS CONDITIONED TO ALLOW <br />CONSTRUCTION OF A SEVEN-FOOT HIGH FRONT <br />YARD FENCE ON THE PROPERTY LOCATED AT 4405 <br />WEST EDINGER AVENUE <br /> <br />BE IT RESOLVED BY THE ZONING ADMINISTRATOR OF THE CITY OF <br />SANTA ANA AS FOLLOWS: <br />Section 1. The Zoning Administrator of the City of Santa Ana hereby finds, <br />determines, and declares as follows: <br />A. Michel Girgis representing the Archangel Michael Coptic Orthodox Church <br />(“Applicant”) is requesting approval of Minor Exception No. 2021-03 to allow <br />the construction of a seven-foot high fence in the required front-yard setback <br />at the property located at 4405 West Edinger Street. <br />B. The applicant is requesting a seven-foot high fence in response to recent <br />incidents of burglary and vandalism that have occurred on site. These <br />incidents have resulted in an inordinate amount of local, State, and <br />Federal resources being expended to investigate these incidents and <br />prevent future incidents at the property. <br />C. In addition, the primary entry to the church is oriented towards the west, <br />and the south elevation (front elevation) therefore acts as a side yard. It is <br />common for side yards to be secured with fencing in order to provide <br />controlled access points to a building and primary entry. Providing a <br />seven-foot high fence along Edinger Avenue will assist in securing the site <br />and creating more functional, usable space at the side (south) of the site. <br />D. Pursuant to Santa Ana Municipal Code (“SAMC”) Section 41-632(a)(3)(i), <br />approval of a minor exception is required to allow construction of a fence <br />taller than four (4) feet along an arterial street in the front-yard setback if a <br />property is zoned R1 Single-Family Residence. <br />E. Minor Exception No. 2021-03 came before the Zoning Administrator of the <br />City of Santa Ana on July 7, 2021, for a duly noticed public hearing. <br />F. For Minor Exception No. 2021-03, the Zoning Administrator of the City of <br />Santa Ana determines that the following findings have been established <br />as required by SAMC Section 41-638(a)(2): <br />1.
