5. Q: Page 2 of the RFP requests a Letter of Intent to submit a proposal be provided to <br />the project Manager by the date as shown on the cover page of the RFP. This <br />date Is not identified on the cover page of the RFP. Please clarify. Please advise <br />what the approximate value of work may be over the initial 3 year agreement <br />period. Please advise if Attachment 5: Certifications are to be submitted with the <br />Statement of Qualifications, Fee Schedule, or intended to be a separate <br />submission to the PlanetBids system. Will Performance and Payment Bonds be <br />required upon execution of the Standard Agreement? Will retention be withheld <br />on progress payments for repair work completed? The Scope of Work section In <br />the RFP includes stipulated overhead and markup percentages. The Attachment <br />2: Fee Schedule requests hourly rate schedules and indicates the Contractor will <br />be required to provide quotes for approval by the City prior to commencement of <br />services. This referenced language implies the City's intention is the work will be <br />paid on a Time and Materials Basis. Please clarify the City's intended use for the <br />Unit Pricing requested. The scope of work descriptions on Page 14 of 35 for <br />Repair and Replace of sewer mains includes the following language: (Per foot, <br />Six (6) foot section minimum), The Unit of Measure in the Attachment 2; Fee <br />Schedule for these scope items is "EA". Is the unit pricing requested in the Fee <br />Schedule Intended to represent a "per foot" price for repair or one "each" 6-foot <br />repair section? Please clarify the City's Intentions for the proposer to be <br />responsive to the RFP. Please clarify If Note 11.5."4" applies to the scope of work <br />item to Remodel Existing Sewer Manhole Base. This note addresses manhole <br />stacking and appears it may have been intended to be stricken from the <br />document. Clarify if the cost to "Raise Existing Manhole to Grade" requires <br />supplying a new -manhole -frame and cover as described onPage15 of the RFP_ <br />For the Fee Schedule pricing please clarify if the proposersare to assume a <br />single detector loop may be required to be installed in a single call -out, The <br />actual unit costs will be highly variable depending on the quantity installed in one <br />call -out. <br />A: -Letter of Intent should be dated and submitted prior to close of the Proposal Due <br />Date. <br />-Value of work is TBD. <br />Please see Section IV, subsection B, under Certification for more Information. <br />-Performance and Payment Bonds will not be requested on a per job deployment <br />basis. <br />-City reserves the right to deploy projects on a T&M basis or on a per unit cost <br />basis, <br />- Provide pricing per foot with assumption that every task order will involve repair <br />section that is minimum 6 feet, see revised fee schedule pages 18-20 for <br />clarification. <br />-Note 11.5."4" shall NOT be stricken from the document. <br />Please see Attachment 1: Scope of Work, Section 11, Note 13 "1 ".
