April 9, 2021 <br />Daisy Perez, Assistant to the City Manager <br />City of Santa Ana <br />20 Civic Center Plaza <br />Santa Ana, CA 92701 <br />Re: HHS FOA# MP-CPI-21-006, Advancing Health Literacy to Enhance Equitable Community Responses to <br />COVID-19 <br />Dear Ms. Perez: <br />The Orange County Asian and Pacific Islander Community Alliance (OCAPICA) is pleased to offer its full <br />support and commitment to the City of Santa Ana's application for the proposal titled Orange County <br />HEAL: Health Equity and Literacy Project. <br />For nearly 25 years, OCAPICA, a 501(c)(3), has been a local leader in our community, dedicated to <br />enhancing the health, and social and economic well-being of Orange County's Asians and Pacific Islanders <br />(AAPI) through service, education, advocacy, organizing and research. OCAPICA is the largest AAPI <br />nonprofit in the area serving more than 50,000 a year with free health, mental health, youth development, <br />workforce development, and civic engagement services and activities in 26 different languages. OCAPICA is <br />also a former CDC National Centers of Excellence to Eliminate Disparities among Racial and Ethnic <br />Communities as well as helps to lead the Orange County API COVID-19 Task Force whose members just <br />recently tested more than 20,000, vaccinated 20,000+thus far, and educated 88,000+ on COVID-19. <br />OCAPICA will make the following contributions to this collaborative program: <br />• Work with the community to design and develop community based education materials, tools, <br />interventions and activities to improve health literacy <br />• Conduct multilingual outreach education and training with underserved community members <br />• Provide support for community advisory members and their inclusion in the leadership of the <br />program <br />• Provide patient navigation to testing and vaccination and provider cultural competence education <br />• Work closely with evaluation team on community based approaches in measuring outcomes as well <br />as appropriately evaluating health literacy tools for diverse, low income communities <br />• Work on transforming policies in health and education systems to improve health literacy, access, <br />and equity <br />We are a leader of a coalition of more than 30 AAPI community organizations and a founding member and <br />leader in multiple initiatives to advance COVID-19 health equity in our community, including as founding <br />member of the OC Health Equity COVID-19 Community -Academic Partnership (OCHEC-CAP). OCAPICA is <br />well -positioned to be an integral partner in this important project.
