Adopt a resolution approving Conditional Use Permit No. 2020-24 as conditioned to <br />allow drive-through window service. <br />2. Adopt a resolution approving Conditional Use Permit No. 2020-25 as conditioned to <br />allow after-hours operations within 150 feet of residentially zoned and used property. <br />EXECUTIVE SUMMARY <br />Rose Bacinski of Bacinski & Associates, representing property owner Brian Katz, is <br />requesting approval of two conditional use permit (CUP) applications to facilitate <br />construction of a Tacos Gavilan eating establishment at 2320 South Bristol Street. <br />Specifically, the applicant is requesting two CUPs pursuant to Section 41-365.5 (e) and <br />(f), as permitted by Section 41-377.5 (a) of the Santa Ana Municipal Code (SAMC), to <br />allow a restaurant with drive-through window service and to allow the restaurant to <br />operate after-hours until 2:00 a.m. on Saturday and Sunday. Staff is recommending <br />approval of the entitlements to facilitate the construction of a new restaurant for Tacos <br />Gavilan. The proposed project will redevelop an existing lot and provide additional <br />services to residents, workers, and visitors in the area. The project will not negatively <br />impact the surrounding community as the project has been designed to minimize impacts <br />to the nearby sensitive land uses. <br />DISCUSSION <br />Project Description <br />The applicant is proposing to demolish an existing 6,746-square foot building and its <br />non-conforming pole sign and construct a new 2,765-square-foot eating establishment <br />for Tacos Gavilan with drive-through operations and after-hours operations until 2:00 <br />a.m. on Saturday and Sunday. The proposed eating establishment will include a dining <br />area with seating for approximately 63 guests and an outdoor patio/hardscape area. <br />The applicant proposes various off-site and on-site improvements that include street
