CUP Nos. 2020-24 and 2020-25 – Tacos Gavilan <br />February 8, 2021 <br />Page 4 <br />3 <br />2 <br />6 <br />Conditional Use Permit for Drive-Through Window Service <br />The proposed drive-through is designed and intended to generate the least amount of <br />impacts as possible. The drive-through lane meets the City’s stacking requirements and <br />will allow for a minimum of eight cars to queue without disrupting Bristol Street, the <br />site’s drive aisles, or on-site parking spaces. An analysis of the site access and site <br />circulation determined that the proposed site plan provides adequate space for vehicles <br />to maneuver through the project site and drive-through lane. In addition, vehicle queuing <br />at the driveway to access both the parking area and the drive-through lane’s entrance is <br />designed to minimize impacts to Bristol Street. <br />The drive-through operation is also designed to generate minimal noise impacts as the <br />speaker boards are located towards the car wash/commercial site to the south of the <br />project site, and away from the residential uses to the west of the project site. Any <br />potential noise generated from the idling of vehicles or the drive-through speakers is not <br />anticipated to impact the closest residential uses as those residential uses are <br />approximately 150 feet away to the west and are separated from the project site by an <br />existing eight-foot tall block wall. <br />Moreover, the drive-through lane is at the south end of the property, which produces <br />minimal visual impact to Bristol Street as the new building will be the prominent view <br />from the street. The site design proposes multiple 24-inch box trees and species, <br />including Queen Palms, Crape Myrtle, Australian Willow, Southern Magnolia, and <br />Desert Museum Palo Verde planted throughout the project site. Trumpet Ivy and Boston <br />Ivy will be planted along perimeter walls to minimize graffiti and enhance the aesthetics <br />of the site. Conditions of approval are proposed to ensure vines are planted along all <br />perimeter walls, that any blank or missing wall segments be constructed and improved, <br />and that a berm be constructed where feasible to screen the drive-through lane from <br />view along Bristol Street. <br />Pursuant to Section 41-365.5 (e) and 41-377.5 (a) of the SAMC, eating establishments <br />with drive-through service require approval of a CUP. The applicant’s request for a CUP <br />to allow drive-through service will provide an added amenity to the property, for the <br />employees who work in the vicinity and for the residents who live in the general area. In <br />addition, the proposed restaurant will generate new and permanent employment <br />opportunities and support the economic growth and stability of the City, activate the <br />street corner, and generate property and sales tax revenue. These impacts are further <br />outlined in the Economic Development Benefits section of this report. <br />Approval of this application would be consistent with the goals of the General Plan, <br />specifically Goals 1 and 2 of the Land Use Element which promotes a balance of land <br />uses to address basic community needs and encourages the location of commercial <br />activities at arterial roadway intersections in commercial districts.
