EXHIBIT 2 <br />10 <br />1.HCV Homeownership Fees: HUD provides a $200 special fee for every <br />homeownership closingreportedinthePublicHousingInformationCenter <br />(PIC) for HCV families who have become homeowners through the HCV <br />Homeownership program, Moving To Work (MTW) Homeownership program, <br />and the Family Self-Sufficiency program (HCV only). These special fees are <br />allocated to the PHAs administering the vouchers, or FSS participation, after the <br />FMC staff. PHAs do not need to apply for these funds as HUD provides these <br />fees automatically based on PIC data and closing dates confirmations. HUD will <br />also fund a one-time $500 special fee for each newly created HCV <br />HomeownershipProgram at any PHAin CY2021. <br />2.SpecialFeesforPHAsthatAdministerTPVsinConnectionwithMultifamily <br />Housing Conversion Actions: For multifamily housing conversions, a special <br />(one-time) fee of $200 will be provided for each unit occupied on the date of the <br />eligibility event. PHAs do not need to apply for these funds as HUD provides <br />thesefeesautomaticallybasedonPICdata.Thisspecialfeewillalsobeallocated <br />to PHAs that agree to administer vouchers on behalf of a Multifamily Choice <br />NeighborhoodsGrantee. <br />3.SpecialFeesforPortability:ReceivingPHAswithnumbersofportability <br />vouchersthatcompriseasignificantportionoftheirvouchersunderleaseare <br />eligibleforaspecialfee.PHAsmusthavebeenadministeringanumberofport- <br />invouchersequalto20%ormoreofthetotalnumberofleasedvouchers <br />asofDecember31,2020tobeeligiblefor specialportabilityfees.Foreach <br />eligibleport-invoucher,thereceivingPHAwillreceive12monthsoffunding <br />equalto15%ofthe2021ColumnArateforadministrativefees.Thisis <br />aone-timeawardofspecialfeesandwillbecalculatedbasedonPHAportability <br />datafoundinPICforactionsthroughDecember31,2020andleaseddatafrom <br />theVMSasofDecember31,2020(fromthe sameVMSdatabaseusedto <br />determine the2020HCVrenewalallocations).PHAsdonotneedtoapplyfor <br />thesefundsasHUDprovidesthesefeesautomaticallybasedonPICdataandthe <br />VMSdatausedforthe2020renewalallocation.PHAswereadvisedviaemail <br />onFebruary9,2021,ofthedeadlinedateofnolaterthan5p.m.,perthe <br />st <br />timezone,Monday,March31,2021toensureallPICdataisupdated <br />and successfullysubmitted. <br />4.SpecialFeesfor AuditCostsforDeclaringMajorHCVProgramsper <br />Notice 2021-08, and for HCV Voluntary Transfers per PIH Notice 2018-12: <br />Please refer to Section 4,PIH Notice 2021-08or a superseding notice published <br />by HUD: Financial Reporting requirements for the HCV Program Submitted <br />through the Financial Assessment Subsystem (FASS) for Public Housing and the <br />Voucher Management System (VMS), and Section 6,PIH Notice 2018-12: <br />Process for PHA Voluntary Transfers and Consolidations of Housing Choice <br />Vouchers, Mainstream Vouchers, PBV and Project-Based Certificates, for the <br />eligibilityrequirementsandprocesstorequestspecialfeesunderthiscategory. <br />PIHNotice2021-08,Section4.Forthosegeneral-purposegovernmentsthathave <br />notdeclaredtheirHCVrelatedprogramsasamajorfundforfinancialstatement <br /> <br />
