EXHIBIT 2 <br />14 <br />B.Category2FamilyUnificationProgramSpecialFees <br />PurposeoftheFUP: <br />FUPisaprogramunder whichHCVsareprovidedtotwodifferentpopulations: <br />1.Familiesforwhomthe lackofadequatehousing isaprimaryfactorin: <br />a.Theimminentplacementofthechildorchildreninout-of- <br />homecare, or <br />b.Thedelayinthedischargeofthechildor childrentothefamilyfrom <br />out-of-homecare. <br />2.For a period not to exceed 36 months, otherwise eligible youths who have <br />attained at least 18 years and not more than 24 years of age and who have left <br />foster care, or will leave foster care within 90 days, in accordance with a <br />transition plan described in section 475(5)(H) of the Social Security Act, and is <br />homeless or is at risk of becoming homeless at age 16 or older. PHAs administer <br />FUP in partnership with Public Child Welfare Agencies (PCWAs) who are <br />responsible for referring FUP families and youths to the PHA for determination <br />ofeligibility forrental assistance. <br />3.The 2020 and 2021 Acts included assistance to be targeted to foster youth. <br />HUDreferstothistargetedFUPassistanceastheFosterYouthtoIndependence <br />(FYI) program. FYI is a program under which HCV assistance is provided for a <br />period not to exceed 36 months, to otherwise eligible youths who have attained <br />atleast18yearsandnotmorethan24yearsofageandwhohaveleftfostercare, <br />or will leave foster care within 90 days, in accordance with a transition plan <br />described in section 475(5)(H) of the Social Security Act, and is homeless or is <br />at risk of becoming homeless at age 16 or older. PHAs administer FYI in <br />partnership with PCWAs who are responsible for referring youths to the PHA <br />fordetermination ofeligibility forrental assistance. <br />AwardInformation.HUDwillreserveupto$5,000,000forFUPSpecialFees,to <br />include FYI. Additional funds may become available for FUP Special Fees at the <br />discretionoftheSecretary. <br />Eligible Activities/Expenses. Under this notice, PHAs may apply for FUP Special Fees <br />to support necessary additional or extraordinary related administrative expenses incurred <br />toachieveeitherofthefollowing activities: <br />Full(100%)FUP/FYIvoucherutilization;and <br />Increaseaccesstotheprogramfor FUP-eligibleyouth. <br />To apply for these funds, applicants must justify or document actions specifically for <br />administering the FUP/FYI. Under this notice, eligible activities/expenses could include, <br />butarenotlimitedto: <br />Establishing a new/revised Memorandum of Understanding (MOU) with <br />thePCWAand otherpartners; <br /> <br />
