EXHIBIT 2 <br />18 <br />funding allocation, including mainstream vouchers, for public housing agencies that <br />experience a significant increase in voucher per-unit costs due to extraordinary <br />circumstances or that, despite taking reasonable cost savings measures, would otherwise <br />be <br />Accordingly, HUD will use its discretion to prioritize the 2021 HAP set-aside or ARPA <br />funds for Shortfall Prevention and PUC Increases (referred to as Category 1 Prevention <br />of Terminations Due to Insufficient Funding (Shortfall) and Category 2a Unforeseen <br />Circumstances in this notice). Finally, the FMD will accept both Appendices under the <br />2021 HCV Funding Notice HAP set aside, Appendix F for Category 1 and Appendix G <br />for Category 2a) and the forthcoming ARPA Notice for these purposes, to ensure PHAs <br />donot haveto resubmit applicationsunderPUCIncreaseorShortfalls. <br />SET-ASIDECATEGORIESANDELIGIBILITYANDSUBMISSION <br />REQUIREMENTS: <br />A.Category 1 Prevention of Terminations Due to Insufficient Funding (Shortfall) <br />This category of HAP set-aside is for PHAs that, despite taking reasonable cost <br />savings measures as determined by the Secretary, would otherwise be required to <br />terminate participating families from the program due to insufficient funds, also <br />known as funding shortfalls. Note that there are two options related to shortfalls for <br />which PHAs may be eligible for funding under this category: the regular HCV <br />Programand/orMainstream Vouchers. <br />To be eligible forfunding under this category, the PHA mustmeet the criteria <br />outlined below andmust submit 2021 Appendix F PHA Application for <br />Category1,PreventionofTerminationsDueto InsufficientFunding(Shortfall)and <br />PHA Certification of Reasonable Cost Savings Measures Undertaken to Prevent <br />TerminationofHCVParticipants DuetoInsufficientFunds. <br />In addition to preventing terminations in the regular HCV Program due to insufficient <br />funding, this set-aside funding is also available to prevent terminations of Mainstream <br />Vouchers. A PHA administering Mainstream Vouchers may apply for and receive <br />shortfallfunds inaccordancewith therequirements described below. <br />In cases where the Mainstream PHA also administers regular HCVs, the shortfall <br />determination is program specific (e.g., in determining whether the PHA is in a <br />confirmed shortfall with respect to Mainstream Vouchers, only Mainstream <br />Voucherfundingistakenintoconsideration,nottheregularHCVfunding). <br />A PHA that is experiencing a shortfall in the regular HCV Program and Mainstream <br />Vouchers must indicate the application is covering a request for funds for both <br />Mainstream and regular HCVs by checking both boxes on Appendix F Set-aside <br />funding awarded to the PHA is specific to either the Mainstream Vouchers or regular <br />HCVs and may not be used interchangeably by the PHA. For example, shortfall <br />funding awarded for Mainstream Vouchers may not be used for regular HCVs. HUD <br />willindicatethespecific amountandthetypeofvoucherthe fundingisdesignatedfor <br />intheaward letter. <br /> <br />
