EXHIBIT 2 <br />19 <br />Note: In determining a shortfall for HCV and/or Mainstream Vouchers and the <br />amount of funding to be provided, HUD will use the HCV Two-Year Projection <br />Tool. PHAs should refer to Appendix E of the notice, which provides the criteria <br />HUD will use to determine if the PHA has a HUD-confirmed shortfall and the <br />-Year Forecasting Tool and the <br />instructions for it can be found through a link on theOffice of Housing Vouchers <br />website. <br />Depending on the number of applications and amount of total eligibility, HUD <br />reserves the right to prioritize awards for the Prevention of Terminations Due to <br />Insufficient Funding (Shortfall) category and may need to prorate eligibility for other <br />categoriesoftheset-aside. <br />Inegregious situations, for PHAsnot followingHUD Shortfall Prevention <br />Team(SPT)guidanceonvoucherreissuance,HUDreservestherighttofurther <br />requireaPHAtorescindrecentlyissuedvoucherstoattainfullset-aside <br />eligibility. <br />PHAs with specific questions related to the calculation and determination of a HUD- <br />confirmed shortfall should contact the SPT at: 2021ShortfallInquiries@hud.gov.The <br />subjectlineoftheemailmustincludethenumber(for example,TX001). <br />PHAs applying for shortfall funding must send their application to <br />2021Shortfallapplications@hud.gov.The subject line of the email must include the <br />Application -HCV) and indicate if the application is for the regular HCV Program <br />and/orMainstream Vouchers orboth. <br />SUBMISSION:AppendixFasapplicable. <br />DEADLINE:The application period will remain open. PHAs may apply at any <br />time during the application period. PHAs that receive set-aside funds based on their <br />current HAP costs may find additional funding is needed later in the year; however, <br />theydonotneedtoreapplytoreceive additionalfunding.TheSPTwillautomatically <br />d <br />additional funding in accordance with its established set-aside funding priorities and <br />available funding. PHAs that have concerns about potential shortfalls should be in <br />contactwith the HUD field office or SPT, regardless of whether they are currently in <br />ashortfall situation. <br />B.Category 2a -Unforeseen Circumstances: PHAs should be aware that an unforeseen <br />circumstance is an occurrence within or after the re-benchmarking period which the PHA <br />adjustments for this category are based on cost increases occurring in CY 2021. <br />MainstreamVouchersareeligibleto applyforthiscategoryofset-aside funding. <br /> <br />
