If <br />expenses,the PHAapplicationqualifiesforprioritystatus.Forthisexercise, <br />HUD determines the amount of PHA HAP reserve <br />reconciled December 31, 2020 HAP reserve balance and adjusting it to account <br />for the validated CY 2021 VMS data for HAP expenses and the budget authority <br />disbursed to the PHA for the same period. HUD will then take the most recent <br />validated month of expenses from VMS or the expense data provided by the PHA <br />(if it was included within their application) and adjust it by adding a 2 percent <br />margin to calculate adjusted HAP expenses. The adjusted reserve balance is <br />divided by the adjusted HAPexpenses to determine if the PHA reserve balance is <br />lessthan theequivalentoftwo (2)months of HAPexpenses. <br />HUD will fully fund the priority applications before considering applications that <br />do not qualify as priority applications. If funding is insufficient to fully fund the <br />priority applications, HUD will prorate the funding awards for the priority <br />applications and will not fund non-priority applications. If there is funding <br />remaining after the priority applications have been fully funded, HUD will prorate <br />the funding for the non-priority applications if the remaining funding is <br />insufficientto fully fund thoseapplications. <br />withfour(4)months ormoreofreserveswill notbeconsideredforany <br />fundingunderthis category at this time. <br />SUBMISSION:To be eligible for funding under this category, a PHA must <br />submitthefollowing: <br />a.Completed Appendix G Application for $110 Million Set-Aside for Category <br />2aUnforeseenCircumstancestoincludePUCinformationwiththe <br />providedtables. <br />b.If the PHA is applying for a PUC increase related to an unforeseen <br />circumstance other than COVID-19, the PHA must also include a written <br />narrative describing the unforeseen circumstances that significantly increased <br />renewal costs in CY 2021.
