Failure to provide any of the required documents <br />and informationwill resultin denial oftheapplication. <br />2021. <br />B.Category2b -Portability:Tobeeligibleforfundingunderthiscategory,thePHAmust <br />have experienced a significant increase in renewal costs due to portability for tenant- <br />basedrental assistanceunderSection8(r)oftheAct. <br />The 2021 Act provides that the set-aside is also available to assist PHAs that have <br />experienced a significant increase in Mainstream renewal costs due to portability. A <br />PHA may apply for and receive set-aside funds for Mainstream Vouchers under this <br />portabilitycategory. <br />In cases where the Mainstream PHA also administers the regular HCVs, the increased <br />cost due to portability determination is voucher funding specific (e.g., for Mainstream <br />Vouchers, HUD will consider only Mainstream Voucher portability costs and <br />A PHA that is experiencing increased renewal costs due to portability for both the <br />regular HCVs and their Mainstream Vouchers must check off both types on their <br />applicationattachment. <br />Set-asidefundingawardedtothePHAisvoucherspecificandmaynotbeused <br />interchangeably by the PHA. For example, HAP set-aside portability funding <br />awardedforMainstreamVouchersmaynotbeusedfortheirregularHCVs. <br />To determine eligibility and calculate funding under this category for regular HCVs, <br />HUD will compare the average HAP Per Unit Cost (PUC) for the re-benchmarking <br />period(January1,2020toDecember31,2020)to theaveragePort-outVouchersHAP <br />PUC based on year-to-date reporting in PIC (as of April 1, 2021). If the portability <br />average HAP exceeds 110% of the HCV Program-wide average HAP PUC for the re- <br />benchmarking period, the PHA will be eligible for set-aside funding. The difference <br />between the portability average PUC and 110% of the program-wide average PUC is <br />multiplied by the year-to- <br />reported in PIC, extrapolated to12 months. <br />To determine eligibility and calculate funding under this category for Mainstream <br />Vouchers, HUD will follow the same process, only all the PUCs and UMLs used will <br />beforMainstream Vouchers insteadoftheregularHCVs. <br />SUBMISSION: HUD calculates eligibility under this category, therefore, no <br />additional documentation will be required or accepted other than Appendix H, which <br />mustbecompleted, signed andsubmitted by thedeadlinedate. <br />2021. <br /> <br />
