EXHIBIT 2 <br />46 <br />4.Vouchers issued to program applicants under special-purpose voucher increments <br />awarded in CY 2020 or CY 2021. These special-purpose vouchers (SPVs) include <br />Family Unification Program (FUP), Non-Elderly Disabled (NED), Foster the <br />Youth to Independence (FYI)Initiative, and Tenant Protection vouchers initially <br />awardedin 2020 and/or2021, toincludeSet-asidefunding. <br />5.Project-BasedVouchers(PBV)undertheRentalAssistanceDemonstration(RAD) <br />1,in theirfirst full yearoffunding through theHCVProgram. <br />6.PHAs may allow applicants to move into PBV units to allow the PHA to meet its <br />contractualobligationtofillPBVAHAPunitsbeingplacedunderHAPforthefirst <br />time,andPBVunitscurrentlyunderHAPthatarevacatedbyprogramparticipants. <br />7. <br />against a PHA. PHAs must request approval to continue leasing Litigation <br />Vouchers and submit supporting documentation. HUD will review and decide on <br />a case-by-case basis usingthe supporting documentation received as the basis for <br />thedecision. <br />8.Vouchers issued using funds awarded under the Lower-than-average Leasing HAP <br />Set-Asidecategory. <br />9.TheSecretaryreservestherighttoconsideradditionalexceptionsonacase-by-case <br />basis. <br />PHAs cannot issue vouchers and/or execute HAP contracts for families that do not meet <br />any of the exceptions through the end of CY 2021, or until advised in writing by the SPT <br />thatthey no longerhaveashortfall. <br />The application period for shortfall set-aside funding will remain open until SPT has <br />reconciled Shortfalls for all PHAs for CY 2021, subject to funding availability. PHAs that <br />receive set-aside funds based on their current HAP costs are encouraged to maintain <br />contact with the SPT to ensureall shortfall needs are met. Similarly, PHAs that do not <br />initially qualify for shortfall funding because they have suspended leasing and expect to <br />decrease leasing by attrition are also encouraged to maintain contact with the local Field <br />Office and theSPTiftheattrition failsto resolvetheirshortfall. <br />AllPHAsapplyingfortheshortfallset-asidemustbeworkingwithSPTatthetime <br />leasing and expense data to date, to determine whether the PHA has a shortfall and the <br />amount needed to resolve the shortfall. The PHA will continue to work with the SPT <br />throughouttheyeartomonitorthefinancialpositionandtoimplementcostsavings <br />measuresoutlinedinPIHNotice2011-28orasupersedingnoticepublishedbyHUDto <br /> <br />
