EXHIBIT 3 <br />HOUSINGCHOICEVOUCHERPROGRAM <br />FUP/FYISPECIALFEES <br />SUBCONTRACTORAGREEMENTBETWEEN <br />THE HOUSINGAUTHORITY OFTHECITY OFSANTAANA AND <br />ORANGECOUNTYUNITED WAY <br />THISGRANTAGREEMENTSpecialFeesisherebymade <br />and entered into this November 2, 2021, by and between the Housing Authority of the City of <br />aCalifornia nonprofit organization <br />RECITALS: <br />A. <br />Appropriations Act, 2021 (P.L. 116- <br />establishestheallocationmethodologyforcalculatinghousingassistance <br />paymentsfunds, newincrementalvouchers andadministrative fees. <br />TheFUP fundingis for FYI;HUD usesFUPandFYIinterchangeably. <br />B.Contractor is the recipient of the HCV Special Fees funds from the U.S.Department of <br />HousingandUrban Developmentof PublicandIndianHousing. <br />C.Subcontractor has beenmade aware of theHUD HCV programandagrees tocomply <br />withalltheconditionsoftheFUP/FYI SpecialFeesAgreementandtheapplicable <br />requirementsgoverningthe useofFUP/FYISpecialFees funds. <br />D.Contractor now approves the provision of FUP/FYI Special Fees funds to Subcontractor <br />inanamountnottoexceed$84,017.00,tobeusedintheoperationofthe <br />WelcomeHomeOC Program <br />E.Subcontractor represents that it has the requisite qualifications, expertise, and experience <br />in the provision of the Program and is willing to use said FUP/FYI Special Fees funds to <br />operatesaid Program. <br />F.This FUP/FYI Special Fees Agreement is contingent upon the award ofHCV Special <br />Feesfunds fromHUD. <br />G.Contractor and Subcontractor have duly executed this FUP/FYI Special Fees Agreement <br />forthe expenditureand utilizationof saidFUP/FYISpecial Fees funds. <br />NOW THEREFORE, it is agreed by and between the parties that the foregoing Recitals <br />are a substantive part of this FUP/FYI Special Fees Agreement, and the following terms and <br />conditions are approved and together with all exhibits and attachments hereto, shall constitute the <br />entireFUP/FYISpecialFeesAgreementbetweenthe Contractorand Subcontractor: <br />1 <br /> <br />
