Contract Compliance <br />Berg staff are thoroughly familiar with Greenback <br />and Caltrans procedures and standards and will <br />perform construction inspection services, aswell as <br />office engineering and field calculations, to support <br />the construction of the project in conformance with <br />these standards. <br />We bring experienced staff that can identify <br />potential issue areas before a problem arises. <br />However, if corrective work is required, we are <br />sure to have a thorough understanding of what <br />needs to be done and can quickly inform you of <br />the options available. Corrections or adjustments <br />will be executed before work is completed, saving <br />time and cost of redoing work. <br />We identify any non -conforming items prior to their <br />incorporation into the work and immediately notify <br />the contractor to start corrective action to prevent <br />additional deficiencies. If the contractor fails to <br />perform to the specified standards, our team <br />notifies the City's Project Manager and provide <br />recommendations for appropriate curative actions. <br />Submittals & Shop Drawings Reviews <br />It is the Construction Manager's responsibility <br />to quickly turn around routine submittals that do <br />not have a significant design impact and to make <br />certain that submittals that need to be reviewed <br />by the designer are complete and to be cost <br />effectively reviewed. To ensure that submittals <br />are complete prior to processing, we review each <br />submittal for compliance with the specifications <br />before forwarding them for review. <br />An approach we have successfully used requires <br />the contractor to assemble a list of submittals <br />as defined in the construction documents and to <br />provide a schedule of when the submittals will be <br />available for review. This completed list is then <br />distributed to all interested parties for managing <br />their efforts and identifying the submittals that are <br />of particular interest to them. <br />Regulatory Agency and Permit Processing <br />We check that the contractor has applied for all of <br />the appropriate permits and will work closely with <br />the City and contractor to coordinate submittals, <br />requests, intermediate, and final inspections and <br />approvals. We ensure that the contractor is in <br />SR-55/Ritchey Water Improvement Project <br />Construction Management & Inspection Services <br />compliance with City regulations. We monitor all <br />permits that the contractor is required to obtain for <br />the project, which will include the following: <br />• OSHA excavation and shoring permits <br />• SWPPP (NPDES) <br />• Building, electrical, and sewer permits <br />• Grading permits <br />• Caltrans permits <br />• Traffic department permits <br />• Disposal Permit <br />• Construction Water Permit <br />• State Division of Industrial Safety Permit <br />• Right -of -Ways and TCEs <br />The contractor would stake the TCE limits to ensure <br />that work activities, equipment and workers do not <br />extend beyond the allowable TCE limits. This may <br />sound trivial but even minor extensions on the <br />TCE limits by placing material (boards, fittings, <br />etc.) outside the limits can escalate to negative <br />communication with the property owner and even <br />claims for additional usage. And at all times during <br />the project both properties will be secured with <br />fencing by the contractor. <br />Once the work is complete, the CM team completes <br />a TCE site review with pictures and video to <br />document the final area situation. The property <br />owner is invited and encouraged to attend this so <br />that all parties are on the same page. <br />The Testing/Commissioning Procedures submittal <br />would be reviewed by the Berg's Lead Inspector <br />and water specialist, Mike Masengale, would also <br />be forwarded to the City for comment. This would <br />be specific to each parameter to ensure when the <br />SA-7 Facility cutover is accomplished the system <br />will be up and running with no issues. <br />The 7-Day Shutdown Activity submittal will also <br />be reviewed by Mike Masengale and Project <br />Manager, Dave Smith. It would also be forwarded <br />to the City for comment. This will be a very high <br />detailed activity plan to include required work <br />activities, testing requirements, contingency plans, <br />contact phone numbers and sufficient float (min 1 <br />day) to allow for minor issues. <br />Berg & Associates, Inc. 13 <br />
