David Paul Rosen, Ph.D., Founder and Principal of DRA, is an internationally <br />recognized authority in the fields of redevelopment, affordable housing finance, policy, land <br />use, analysis, negotiation, lending and .investment strategic planning. Nora Lake -Brown, <br />Principal of DRA's Irvine office, has more than 35 years of experience in the analysis of real <br />estate markets, local economies and financial feasibility, and has served as managing Principal <br />on more than forty inclusionary analyses. Nora Lake -Brown will be responsible for the <br />coordination and production of the study. <br />David Paul Rosen, Ph.D., is founder and Principal of David Paul Rosen & Associates (DRA), a <br />41-year old financial and development consulting firm with expertise in capital formation <br />strategies for affordable housing and community economic development. DRA's clients include <br />federal agencies, the United States Congress, state and local agencies and legislative bodies, <br />corporations, non-profit organizations and foundations. Dr. Rosen is nationally recognized in <br />the field of affordable housing finance, policy, land use, analysis, negotiation, lending and <br />investment strategic planning. He has personally advised on more than $3.0 billion in <br />development finance. <br />Dr. Rosen is responsible for some of the more important innovations in affordable housing <br />development policy. He originated the concept of state housing trust funds, now in place in 47 <br />states. These funds are a permanently dedicated, annually renewable source of capital for the <br />production and preservation of affordable housing. He helped lead the efforts in the mid-1980s <br />in California to negotiate with major money center banks under the Community Reinvestment <br />Act (CRA) to make multi -billion dollar commitments to affordable housing development lending <br />and investment.
